The

Division of Property Taxation (DPT)

coordinates and administers the implementation of property tax law throughout the state and operates under the leadership of the Property Tax Administrator, who is appointed by the State Board of Equalization for a term of five years and supervised by the State Board of Equalization.

DOLA is recruiting for the Property Tax Administrator to be the next executive level leader.

The primary duties and responsibilities of this position include, but are not limited to:

Serves as the executive leader and the Appointing Authority for all Division of Property Taxation staff, maintaining statutory responsibilities and compliance, ensuring the goals of DOLA and the Division of Property Taxation are met.

Provide leadership, guidance and consultation in the administration of all laws concerning the valuing of taxable property, the assessment of the same, and the levying of property taxes.

Provides oversight in conducting studies, valuations, estimations and implementation of State Board of Equalization Orders of Reappraisal and repayment of the supervisory costs under the Bledsoe Plan.

Work cohesively with Boards and Commissions, the State Board of Equalization, county assessors, elected officials, the Legislature, advisory committees, commissioners, and the DOLA leadership team.

Performs the duties required by the Legislature concerning the Property Tax Exemption for Qualifying Seniors and Disabled Veterans.

Valuations of property and plant of all public utilities of those with businesses in the state.

Review and approve declaration schedules, forms, notices, tax abatements, refunds, abatement petitions, and field books.

Prepare and publish manuals, appraisal procedures and instructions, referred to as the Assessors’ Reference Library, to county assessors concerning methods of appraising and valuing land, improvements, personal property and mobile homes, and to require their utilization.

Conduct an annual school for assessors, their employees and employees of the Division.

Examine all complaints filed with the Administrator where it is alleged that a class or subclass of property in a county has not been appraised or valued as required by law or has been improperly or erroneously valued or that the property tax laws have in any manner been evaded or violated.

Petition the State Board of Equalization for an order of reappraisal if the conditions examined and concluded on a complaint warrant such action.

Review abstracts of assessment filed by each county assessor and make recommendations to the State Board of Equalization if there are any issues of non-compliance with the manuals, factors, formulas, and other directives required by law.

May issue subpoenas and compel attendance of witnesses and relevant records whenever a person may be lawfully questioned on matters pertaining to assessment practices; the Administrator's orders are enforceable through the courts.

Ensure adequate reporting to all interested parties which includes annual reports to the Governor and General Assembly containing the aggregate value of each class and subclass of property in the counties, the levies imposed by all taxing entities, and the property tax revenues of all taxing entities.

Provides oversight in the review of county treasurers’ annual reports concerning all taxes abated, refunded or determined to be uncollectable and cancelled.

Approve or deny applications for property tax exemption for property used for religious worship, schools and charitable purposes.

Create the forms used for all property tax exemptions granted to qualifying seniors and disabled veterans and review all exemptions granted to ensure there is no more than one exemption granted to a qualifying individual.

Provide support staff to the State Board of Equalization as necessary to assist and support their duties as outlined in statute.

MINIMUM QUALIFICATIONS

Experience Only: Ten (10) years of progressively responsible, professional management experience in property tax administration. Experience must include at least two years professional public or business administration experience which includes establishing goals and objectives and developing and managing a budget to achieve program goals and objectives.

OR

Education and Experience:

A combination of related education in business management, public administration, taxation or a closely related field (as determined by the agency) AND experience as described above equal to ten (10) years.

Required Competencies Proven knowledge and understanding of property taxation and Colorado property tax law, particularly with respect to legislation and policies established in the past 6 years;

Demonstrated ability and experience in the field of property taxation;

Ability to interpret the state Constitution and statutes, regarding property taxation and Division management;

Ability to provide oversight to ensure accessible documents and technical content that follows plain language guidelines with accessibility in mind.

Preferred Qualifications Direct involvement in the valuation of property or the administration necessary for assessment purposes;

Proven public service leadership, with a progressive commitment to advancing opportunities and delivering results;

Knowledge and understanding of the legislative process committees, including Finance Committee, Budget Committee and Local Government Oversight Committee;

Ability to effectively read and comprehend legislative ideas and proposals, including assisting in the drafting of bills, working with Colorado Legislative Legal Services and Legislative Council Staff, legislators and other interested parties;

The ability to explain the content of proposals to legislators and others, either through testimony or background conversations;

The ability to help determine the fiscal impact of legislation and proposals on both the Division and the broader assessment community.

Conditions of Employment Pre-employment criminal and financial background checks will be conducted as part of the selection process.

MUST have a valid, unrestricted Colorado driver’s license with a safe driving record. A safe driving record requires the following: No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. Eluding the police; or Street racing.

No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile electronic device as described in C.R.S. 42-4-239.

No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).

No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.

Shall devote his/her full time to the performance of his/her duties as Administrator and shall hold no other office under the United States, the state, or any political subdivision thereof.

Biweekly Pay:

As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule. This means you will be paid every other Friday for a total of 26 pay periods over the course of a year. Biweekly pay is also lag pay, meaning you will be paid two weeks after the end of each pay period.
