Salary:
$66,024 per year for non‑Colorado residents. Current HFEMS Health Compliance Inspectors will maintain their current salary. Step pay increases may be considered during hiring.
Summary of Position Health Compliance Inspectors in the Intellectual Developmental Disabilities (IDD) Unit conduct health care facilities surveys, ensuring compliance with federal and state regulations, providing education, and preparing mitigation plans. The position requires autonomy, strong judgment, and the ability to interpret complex statutes and guidelines.
Assess the care, treatment and quality of life offered by health care provider agencies through observations, interviews, and record reviews.
Use experience, training and judgment to evaluate and apply statutes, regulations, guidelines, policies and procedures on a case‑by‑case basis for agency compliance/violation.
Work with the survey team, conduct nursing observations and consult with other surveyors as needed.
Review occurrences of serious deficiencies and assess whether Medicaid‑certified providers and licensed health facilities staff intervened appropriately.
Write statements of deficiencies, identifying areas of non‑compliance with federal and state requirements.
Act as a resource, educator and interpreter of regulations for service providers and consumers.
Primarily work with the IDD team but may assist other survey teams involving RN’s.
Minimum Qualifications
Experience (only):
Six (6) years providing applicable health care in an IDD agency or similar program regulated by HFEMSD.
Experience + Education (substitution):
A combination of related education and experience equal to six years, such as a bachelor’s degree in public health, social work, nursing, public administration or a closely related field plus two years of professional health care in an IDD agency.
All education and experience must be listed in the Work Experience & Education section of the application.

Work occasional evenings, nights, weekends or holidays as needed.
Lift and carry up to 45 lbs; walk or stand extended periods; hold a tablet on a standing position.
Complete all required surveyor training within six months of employment.
Use of state fleet vehicles; conditions apply.

Preferred and Essential Competencies
Healthcare experience, preferably in IDD or related agencies.
Experience with quality improvement efforts.
Experience evaluating facility quality of care, services and treatment of residents/clients.
Experience conducting interviews with residents/patients, families, staff, agencies and medical professionals.
Experience analyzing evidence and survey results to determine compliance status.
Experience writing clear, concise, legally defensible statements of deficiencies.
Proficiency in word processing and current communication technology.
Ability to analyze clinical evidence, observe and record information.
Physical ability to perform active position demands.
Attention to detail and thoroughness.
Strong interpersonal and conflict management skills.
