IT Policy Advisor Location: Denver, CO (Hybrid)

Contract: 6 Months

Seniority Level: Mid-Senior Level

Employment Type: Full-Time

Description Legislative Liaison Contractor (SME)

Candidate must be local and a resident of Colorado.

They must work in person at the Colorado State Capitol in Denver as necessary for hearings, testimony, and meetings. Experience in Colorado Legislative matters and established connections with state legislators are required.

IT Legislative Advisory & Technical Analysis (35%)

Provide technical research and subject matter expertise to support OIT leadership in developing legislative proposals.

Prepare technical briefing materials and draft testimony for committee hearings.

Provide written recommendations for statutory or policy changes based on technical research.

Federal & Technical Regulatory Monitoring (30%)

Track federal IT policies (FCC, NTIA) and assess their impact on state infrastructure.

Monitor agency-wide adherence to mandated technical requirements and draft compliance reports.

Analyze industry trends to identify risks of technological obsolescence.

Intergovernmental Technical Coordination (30%)

Act as technical liaison for federal, tribal, and local government stakeholders.

Align IT project proposals with available federal and state funding cycles.

Provide professional mentorship and knowledge transfer to internal OIT staff.

Compliance, Ethics & Transparency (5%)

Ensure deliverables are compatible with CORA requirements.

Maintain professional lobbyist registration with the Colorado Secretary of State.

Adhere to the NIGP and Colorado State Codes of Ethics.

Qualifications

Local resident of Colorado.

Seasoned Colorado Legislative experience.

Established connections with state legislators.
