Duties & Responsibilities Purpose of Position:
Under direction of the Director of Mental Health, develops, plans, directs, coordinates, monitors and evaluates health care services in areas such as mental health, substance use, forensic mental health, quality assurance and utilization review to ensure delivery of quality care and medical services.
Essential Duties And Responsibilities
Formulates, develops methods and procedures for monitoring, evaluating, and operating mental health programs and services in assigned areas of responsibility.
Monitors and coordinates review processes of assigned mental health services to determine if programs are meeting health care needs, objectives, and goals established by the Mental Health Services Department.
Participates in the development of policies, standards, rules and regulations pertaining to mental health services.
Provides advisory, consultative services to System, health care settings and their staff. Maintains liaison with community agencies and professional organizations on matters affecting mental health programs.
Reviews city, state, and federal regulations in connection with compliance. Reviews and advises pertinent personnel on improving programs for full compliance.
Prepares special reports, studies, and budgetary estimates.
Advises Director on policy and procedural changes, community problems, utilization, development of staff, implementation of productivity goals; makes recommendations for improvement in mental health services.
Supervises staff assigned to departmental activities and provides professional direction.
Participates in staff meetings and conferences; attends meetings with key leadership officials and external representatives.
Provides advisory, consultative services in connection with development of grant proposals. Implements administrative policies and procedures based on standards of professional review organizations.
Performs related duties, as assigned.
Minimum Qualifications
Possession of a valid license and current registration to practice in a mental health discipline issued by the New York State Education Department (NYSED).
Three (3) years of progressively responsible experience in a health care setting or regulatory agency administration, with an emphasis on development and evaluation of mental health delivery services; one (1) year of which must have been in an administrative, managerial or supervisory capacity.
Three years of increasingly responsible experience in peer provided service settings, with particular emphasis on training and development OMH regulations for behavioral health services.
Knowledge of city systems.
Knowledge of peer support practices.
Effective time management skills.
Experience in acute and/or field‑based behavioral health care settings (CPEP, inpatient psychiatry, mobile crisis teams, mobile treatment teams) required.
Ability to work in a fast‑paced environment and lead teams in fast‑paced, unpredictable and high‑stress situations required.
English proficiency a must, bilingual/multilingual preferred.
Peer Specialist (NYCPS) or Peer Specialist‑Provisional (NYCPS‑P) issued by the New York Peer Specialist Certification Board (NYPSCB) Recovery Peer Advocate (CRPA) or Recovery Peer Advocate‑Provisional (CRPA‑P) issued by the New York Certification Board (ASAP‑NYCB); or Credentialed Family Peer Advocate (FPA).
Department Preferences
Peer Specialist (NYCPS) or Peer Specialist‑Provisional (NYCPS‑P) certification.
Other relevant behavioral health certifications.
