Moore County
Performs difficult technical and responsible administrative work managing delinquent tax collection activities for the County through essential functions such as: plans, manages, and directs the process of collecting delinquent tax as well as the staff involved in this process; processes garnishments and bank attachments associated with the collection of delinquent taxes; determines accounts for levy, prepares levies and delivers to Sheriff’s Department to execute; troubleshoots related software problems and participates in resolving issues; prepares documents by drafting memos, letters, emails, payment agreements, and levies; contacts taxpayers with delinquent taxes via telephone, email, or mail; interviews taxpayers and sets up payment plans, follows up on payment plans to ensure they are being kept and taking appropriate action; researches deeds, death and marriage records, and employment records using vendor and government websites; receives payments as needed during busy periods; processes and manages foreclosures to include researching and preparing records for potential foreclosures; backs up Customer Service office as needed; does related work as required.
Work is performed under the general supervision of the Tax Collections Division Manager.
Qualifications
Comprehensive knowledge of North Carolina Laws related to tax collections including the North Carolina Revenue Act, Machinery Act, and property tax laws
Thorough knowledge of governmental accounting procedures
Ability to implement and manage delinquent tax collections
Working knowledge of collections and appraisal software
Ability to establish and maintain effective working relationships with associates and the general public
Ability to work independently and manage time during extremely busy periods
Some technical knowledge and the ability to troubleshoot software problems and participate in resolving issues
High School Diploma or equivalent from an appropriately accredited institution and two (2) years of experience in collections OR
Associate degree from an appropriately accredited institution in Accounting or related field
Must possess and maintain a valid North Carolina driver license
Physical Demands This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, standing, lifting, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for color perception, preparing and analyzing written or computer data, operation of machines, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.
