Duties
Incumbent serves as a management analyst with responsibility to independently develop, analyze, recommend, and establish controls for the Agency's organizational structure, functional alignments, and manpower resource utilization.
Conducts comprehensive analyses and reviews of assigned activities, organizational structures, and manpower resources.
Reviews and evaluates proposals for change to assigned activities.
Develops organizational plans for the accomplishment of new missions or additional responsibilities assigned to the Agency.
Recommends organization staffing, structure, and functions in accordance with established policies.
Develops procedures for the control of assigned organizational structure, functional assignments, and manpower.
Participates in selective reviews of existing or potential problem areas and develops recommendations for solutions, or implements solutions on the spot, if possible, within existing policies of the Agency.
Requirements
Must be a U.S. Citizen or National.
This national security position may require access to classified information and requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
Registered for Selective Service (males born after 12‑31‑1959).
Time after Competitive Appointment: Candidates must have served 3 months after the latest competitive appointment in the Federal service.

Must be able to obtain and maintain a security clearance.
Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS‑07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for GS‑09:
Experience assisting with the review of organizational structures and manpower resources to process updates and changes or performing research to assist with making recommendations for process improvements.
Specialized experience for GS‑11:
Experience utilizing analytical techniques to evaluate organizational structures, functional alignments, or manpower resource utilization or participating in surveys and studies to make recommendations on organization staffing and functions.
Time‑in‑Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks must meet the time in grade requirement. Applicants must have served 52 weeks as a GS‑07 or higher grade in Federal Service for the GS‑09 and 52 weeks as a GS‑09 or higher grade in the Federal Service for the GS‑11.
Education To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.
Foreign Education:
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
Transcripts must be submitted; failure to provide transcripts or to demonstrate the education requirement may result in objection to your qualifications and removal from consideration.
To qualify for GS‑09: Two full years of progressively higher level graduate education, or a Master's or equivalent graduate degree such as LL.B. or J.D.
To qualify for GS‑11: Three full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree.
Additional Information
A one‑year probationary or trial period may be required.
Management has the prerogative to select at either grade level.
