Principal Account Specialist
Under general supervision, the Principal Account Specialist in the Water Billing section of the Revenue Division performs responsible clerical and analytical tasks in support of utility billing operations. This role involves leading and coordinating activities related to utility billing, accounts receivables, collections, and cashiering.
Key Responsibilities include:
Perform cashier transactions for all types of payments.
Prepare and check that the water billing is completed accurately and processed in a timely manner.
Reconcile water customer account differences.
Analyze billing, bank and accounting records to find and correct errors.
Perform daily deposit reconciliation for incoming payments.
Train and lead subordinate support staff.
Perform financial transactions for employees, City departments, businesses, and the general public.
Operate adding, calculating and other office machines.
Post, assemble, tabulate and compare financial data.
Prepare and check various statistical or accounting tables and reports.
Open, verify, balance and adjust accounts.
Answer questions from callers and provide excellent customer service.
Assist with preparation of accounting and statistical reports and schedules.
Keep records of cash transactions and receipts issued.
Prepare or check warrants, invoices, time records, requisitions, purchase orders and similar fiscal documents.
Compare, schedule, index and file bills, vouchers, warrants and other records.
Perform other duties as assigned.
Education and Experience: Graduation from an accredited high school or successful completion of the G.E.D. exam and three (3) years of experience in the preparation and maintenance of financial records, including the use of personal computers using Microsoft Word and Excel. Certified Revenue Officer (CRO) certification issued by California Municipal Revenue Tax Association is desirable.
Other Requirements: Subject to a review of personal finance and credit history. A typing certificate is required. A valid California class "C" driver's license is highly desirable.
Knowledge Of: Basic office procedures and practices; methods of administration involved in billing operation; computerized reporting and how to locate input errors, make corrections and recommendations for program changes; principles and practices of basic financial record keeping; methods of alphabetic, numeric and subject matter filing; and effective customer service techniques and principles.
Ability To: Balance cash and prepare daily deposits; interpret policies relating to concerns from the public and resolve those concerns within policy guidelines; work well with various personalities; practice customer service principles. Type 30 net words per minute; train and lead others; perform financial clerical work involving independent judgment; make arithmetical calculations quickly and accurately; operate a variety of office machines including a personal computer, and use spreadsheet software; understand and follow verbal and written directions; multi‑task and establish and maintain cooperative working relations with others; input data into a computer; think clearly and act quickly in a fast‑paced, deadline oriented work environment; handle stressful situations and effectively resolve conflict, and commit to providing quality customer service.
Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Incumbents in this classification stand, sit, walk, speak clearly, hear normal voice conversation, sit for extended periods of time, see small details, reach above and below shoulder level, use a telephone, use a 10‑key, and work on a personal computer.
Work Environment: Incumbents in this classification work in an open office environment and have direct contact with the public.

Must have been administered by an appropriate source, such as a temporary agency, adult school, career center, or other agency that regularly provides typing certifications. Typing certificates must include the contact information of the agency that administered the typing test.
Internet certificates WILL NOT be accepted.
Certificates must be issued between January 2025 and January 2026.
