Administrative Specialist I (579) (Project Management)
Kings View is a nonprofit leader in providing behavioral health services to the underserved community. We are currently seeking a driven Administrative Specialist I to join our mission of providing compassionate services to those with limited resources. The Administrative Specialist plays a vital role in the daily operations of a treatment clinic, supporting clinical staff, ensuring smooth client flow, and maintaining accurate data and records. This position requires strong organizational skills, attention to detail, dependable communication, and a customer‑focused approach.
Location: Tulare, CA
Responsibilities
Check clients into Kings View Avatar system and route them to the appropriate station.
Greet clients professionally and provide clear direction throughout the intake process.
Prepare urine bottles for urinalysis (u/a) testing, conduct u/a tests according to clinic protocols, and ensure proper chain‑of‑custody handling.
Schedule client u/a testing in Kings View Avatar system.
Accept payments from self‑pay clients, issue receipts, and record payments accurately.
Retrieve and transfer voicemails and phone messages to the appropriate staff members.
Respond to client or caller inquiries, providing courteous information and directing communications appropriately.
Check for and process all incoming faxes, correspondence, and electronic communications.
Input, update, and maintain client data across multiple systems, including Tulare and Kings County SmartCare systems and Kings View Avatar system.
Request cross‑checks with surrounding MAT (medication assisted treatment) clinics on new admits.
Prepare ID cards for new admissions.
Conduct regular Medi‑Cal / MediCare eligibility verifications for new and existing MAT clients.
Track required signatures and documentation in client charts, coordinate distribution to staff, and follow‑up as needed.
Prepare admissions packets with blank forms and documents for new MAT program charts.
Obtain initial paperwork and u/a collections for new admits.
File, organize, and maintain client charts and records according to clinic and compliance requirements.
Process client discharges and update records as needed.
Prepare monthly census reports for Kings County for the Program Directors statistical reporting.
Maintain, prepare, and submit various data reports for Tulare County on a monthly or as‑needed basis.
Record and transcribe minutes for weekly or bi‑weekly staff meetings.
Attend weekly staff meetings and contribute insights related to administrative workflow or client service challenges.
Provide general support in specialized administrative tasks assigned by Program Manager or Program Director.
Provide technical assistance in support of studies, special projects, audits, and budgets, as needed.
Maintain organized office records, databases, and tracking systems to support clinic operations.
Conduct monthly MediCare billing process.
Assist Program Coordinator with Spanish language PC1000 the first 2 Saturdays of each month.
Perform other duties as assigned to support the overall functioning and success of the program.
Use of company vehicles may be subject to monitoring via in‑vehicle dashcam systems for safety, compliance, and operational purposes. These systems may collect video, audio (in limited situations), and telematics data during vehicle use. As a condition of employment in a position requiring the operation of agency vehicles, employees are required to acknowledge and consent to the use of such monitoring technologies. Refusal to provide consent may disqualify an individual from being assigned driving responsibilities. All monitoring is conducted in compliance with applicable California privacy laws.
May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to, persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be D.O. (danger to others), D.S. (danger to self), or G.D. (gravely disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible.
Qualifications
High School Diploma (or Equivalent).
0‑2 years of administrative experience, preferably in a healthcare or behavioral health setting. Lived experience or experience with a family member with mental health and/or substance use recovery; including, but not limited to, mental illness, addiction, foster care, high ACEs score, trauma, intimate partner violence, homelessness, and neurodivergence.
Class C Driving License.
Knowledge of basic office tasks, such as using office software, organizing files, and answering phones. The role involves tracking expenses, operating office equipment, and staying informed about new technologies. Strong organizational skills and attention to detail are important for keeping the office running smoothly.
Ability to organize tasks efficiently, manage time effectively, and communicate clearly. The role requires operating office equipment, learning new software quickly, and maintaining attention to detail in all tasks. Adaptability to new technologies and handling basic administrative functions with minimal supervision are also important.
Strong interpersonal skills and ability to work collaboratively with diverse teams. Detail‑oriented, organized, and reliable. Strong communication skills and a proactive attitude are essential for assisting with various tasks. Flexibility, a willingness to learn, and the ability to handle multiple responsibilities are important characteristics for success in the role.
Bilingual English/Spanish preferred.
