The Office of Emergency Medical Services (OEMS) is committed to ensuring the highest standards in emergency medical care through effective oversight, support, and collaboration. This position serves as a key and collaborative member of a team that protects the public’s health and safety regarding Emergency Medical Services in Minnesota.

This position is responsible for supporting the processing, analysis, and monitoring of grants. The responsibilities extend to contracts, review of financial reports, and invoice review, and include making recommendations to the grant coordinator or other administrative employees regarding special conditions and termination of grants.

Responsibilities

Monitor grant activities to ensure partners remain compliant with grant agreement terms.

Act as a liaison to grant partners.

Assist with process and procedure improvement initiatives.

Assist in coordinating grant management activities.

Minimum Qualifications

1 year of experience in grant administration, financial monitoring, or contract management.

Knowledge of principles and practices of grant administration and contract development.

Ability to interpret and apply federal and state laws, statutes, and regulations related to grant programs.

Proficiency with Microsoft Office Suite (Word, Excel, Outlook) and ability to learn databases and reporting tools.

Communication skills sufficient to prepare reports and communicate effectively with internal and external stakeholders.

Ability to evaluate information and data to develop policy and program administration recommendations, identify alternative solutions to complex issues, and convey them to a diverse audience.

Demonstrated ability to manage multiple detailed processes, prioritize tasks, and meet deadlines.

An associate’s degree or higher in grant administration, business administration, public policy administration, or a related field may substitute for 6 months of experience.

Preferred Qualifications

Bachelor’s degree or higher in grant administration, business administration, public policy administration, or a related field.

Experience monitoring grants for compliance, including conducting site visits and financial reconciliations.

Familiarity with Minnesota state grant policies, procedures, and reporting requirements.

Experience working with emergency medical services (EMS) providers or in a healthcare‑related grant environment.

Skills in data analysis and report preparation using Microsoft Excel or similar tools.

Experience collaborating with diverse stakeholders, including local government entities and service providers.
