Position Summary Under close progression to limited supervision of the Grants Supervisor of the Bureau of Justice Programs, this position is responsible for managing state and federal award balances of assigned programs and all the subgrantees awarded the funds. This position will primarily oversee the Treatment & Alternatives and Diversion state grant program but may also be responsible for federally funded grant programs as the Bureau’s grant portfolio changes. The role includes managing the flow of grant applications from application through award stages to project completion, reviewing grant applications for fiscal compliance, creating grant award contracts, reviewing subgrant reimbursement requests, and processing subgrant payments. Provision of ongoing technical assistance and training to subgrantees is also required.

Responsibilities

Track state and federal award and subgrant balances.

Monitor subgrantee progress report submissions and report data to the Federal Government within deadlines.

Conduct financial monitoring and attend functions to represent assigned programs independently.

Function as a team member and proactively provide fiscal information to supervisor and program managers.

Salary Information The Grants Specialist is in pay schedule 07 and pay range 04. The starting pay will be between $27.00 and $33.00 per hour, depending upon qualifications. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12‑month probationary period may be required.

Job Details

Required to work at headquarters at least three days a week during the training period.

After successful completion of training, the remote schedule may be reviewed but will continue to be hybrid (minimum of one day per week in‑office).

Travel to headquarters is not eligible for reimbursement.

High‑speed internet access is required to meet the needs of remote work.

The Department of Justice does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I‑9.

A background check, including fingerprints, will be completed on applicants prior to selection.

Minimally Qualified

Reviewing, verifying, and managing grant fiscal documents (e.g., fiscal reports and supporting expense documentation).

Creating detailed budgets, including computations, to adhere to federal and/or state grant requirements and regulations.

Utilizing web‑based financial and accounting software on a regular basis for budgetary monitoring and making payments from reimbursement requests.

Tracking spenddown on federal and/or state grant budgets.

Preparing financial reports to include grant expenditures and balances.

Well‑Qualified

Providing training to grant recipients on financial reporting and/or grants management processes.

Interpreting and enforcing federal and/or state guidelines related to grant management.

Utilizing a web‑based grants management system.

Providing technical financial assistance to grant recipients (e.g., assisting on applications, modifications, budgets or financial reports, explaining federal and/or state guidelines).

Creating award documents and/or contracts.
