BRIEF POSITION SUMMARY Performs advanced (senior-level) professional administrative, operational, and policy analysis work in support of the Construction and Facilities Management Office (CFMO). Serves as the primary coordinating element between the CFMO and all elements of the Texas Military Department (TMD) Joint Staff and Major Commands. Ensures synchronization of operations, policies, and communications across CFMO directorates and branches. Provides operational oversight, develops and enforces standardized procedures, and ensures CFM activities align with Joint Force Headquarters (JFHQ) battle rhythm and mission requirements. Reports to the Administrative Officer or Deputy CFMO. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
WORK HOURS Monday-Friday, 8-hour days/40-hour weeks
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Ensure all JFHQ battle rhythm events and activities are properly staffed.
Synchronize appropriate and timely information between the CFMO, JFHQ, and Major Commands.
Analyze Operations Orders (OPORDs) to identify specified and implied tasks; communicate requirements throughout CFMO directorates and branches.
Evaluate CFMO processes and procedures to ensure critical functions are documented, standardized, and repeatable.
Develop, implement, and enforce Standard Operating Procedures (SOPs) to ensure efficient and consistent operations across CFMO.
Advise the CFMO, Deputy CFMO, and Directors on all aspects of synchronization with JFHQ and Major Command processes and functions.
Ensure internal CFMO synchronization and communication across directorates and branches.
Review and evaluate organizational systems, policies, and procedures to ensure compliance and efficiency.
Maintain awareness of, and communicate, mission-related impacts or requirements affecting CFMO operations.
Coordinate, plan, and direct organizational studies to resolve operational challenges.
Review and evaluate recommendations for improvements, standardization, or corrective action.
Facilitate meetings with stakeholders from all areas and levels of the agency to gather necessary information for guidance documents.
May supervise, mentor, or direct staff assigned to support CFMO operations.
Performs related duties as assigned.
Attend work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
QUALIFICATIONS
EDUCATION: Graduation from an accredited four-year college or university is required. (Substitution is allowed)
PREFERRED EDUCATION: Graduation from an accredited four-year college or university with major course work in business administration or related field is preferred.
SUBSTITUTION: Additional years of full-time relevant experience may substitute for the required education on a year-per-year basis for up to four years.
EXPERIENCE: Three (3) years of experience researching, analyzing, evaluating, developing, monitoring, and/or implementing agency programs, policies, and/or management systems/functions is required.
Experience With Automation Systems And Information Management Is Required.
Experience using Microsoft Office products such as Word, Excel, and Outlook is required.
PREFERRED EXPERIENCE: Supervisory, managerial, or professional-level leadership experience is preferred.
Experience In a Senior Military Staff Environment Is Preferred.
Familiarity with the Military Decision-Making Process (MDMP) and military orders production is preferred.
Experience using online collaboration tools (e.g., Microsoft SharePoint) is preferred.
Background in military operations or operations support environments is preferred.
REGISTRATION, CERTIFICATION, OR LICENSURE: A valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS: Background Investigation. The selected candidate must pass federal security background investigation.
