Senior Accounting Specialist

Salary: $25.57 - $30.60 Hourly Location: Gold Beach, OR Job Type: Full-Time Department: Road Closing Date: Continuous General Position Summary: Performs technical accounting work for a complete cost accounting system. Relieves administrative personnel of minor administrative tasks requiring a knowledge of department activities and programs. Senior Accounting Specialist is the highest position level in the clerical series. As such, an employee in this classification will perform many of the same duties as an Accounting Clerk. Incumbents in this class work with considerable independence. The work performed requires a thorough knowledge of a complete and specialized departmental function. Essential Duties And Responsibilities: Assists Office Manager as needed. Enters Road Department time sheets/material sheets daily. Provides front desk customer service duties. Serves as back-up for the office manager to reconcile payroll reports for Roadmaster and Payroll/Personnel Coordinator approval. Prepares activity, revenue and expenditure reports for departmental programs and projects and works at identifying and implementing procedural changes to reduce costs and efficiencies. Posts expenditures and receipts to accounting records. Performs or reviews specialized calculations, posting and accounting functions. Reconciles report discrepancies. Performs accounts receivable and accounts payable functions. Furnishes reports and data as required to independent auditors to accomplish required audits. Determines and applies material and equipment cost rates. Performs duties of receptionist including receiving incoming telephone calls, receiving office visitors, dispatching radio messages to crew on road hazards (e.g., trees, missing signs, dead animals, down utilities). Communicates with appropriate agencies if needed for corrective action. Accepts payments from walk-in customers and provides receipts for scrap purchases on public sales. Check out keys. Disperses petty cash. Monitors annual call-out payments and disbursements. Pays monthly pest management, service contracts, outside maintenance billings, utility, and uniform/rug suppliers. Purchases office, shop and crew supplies. (parts, supplies safety, vest, gloves, eye protections, headlamps/first aid, hard hats, flares). Processes loss insurance claims. Maintains the Adopt-a-road litter program. Guides facilities maintenance worker on prioritizing projects and obtains approval for material purchases. Other duties as assigned. Supervisory Controls And Responsibilities: Work performed under the supervision of the Office Manager. Qualification Requirements: Knowledge of record-keeping practices used in the day-to-day maintenance of fiscal accounts; Accounting principles and practices including double entry bookkeeping; English, composition, spelling, punctuation, grammar and business formats. Ability to communicate effectively with co-workers, public, outside contractors, supplies, local, state and federal agencies; Apply accounting principles in resolving problems and verifying the accuracy of the work produced; Work independently/ independently investigate assigned tasks; Establish and maintain effective working relationships with other employees and the public. Understand and follow written and oral instructions Effectively handle high volume office environment Perform detailed work involving numerical data Additional Skills . . . Processing information on a personal computer; Proficient in Microsoft, Excel, Word and Outlook; Ability to accurately impute and solve complex mathematical equations. IRIS or similar governmental cost accounting software a plus Education And/Or Experience: Minimum of three years of progressively responsible clerical work in the accounting area with exposure to basic accounting principles; Graduation from high school or possession of the equivalent GED certificate, or any satisfactory equivalent combination of experience and training which demonstrates the ability to perform the duties. Requires possession of a valid Oregon Driver License Physical Demands And Work Environment: Ability to deal effectively with stress. The noise level in the work environment is usually moderate. Ability to lift 15 or more pounds.
