The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.

The NDHS is seeking a Fiscal Monitoring Specialist I to perform the daily revenue/receivable cycle activities and revenue budget activities associated with services of NDHS with the goal of maximizing reimbursements/revenues in a cost-effective manner that is in compliance with Federal/State and local guidelines and policies.

This position supports all revenue transactions and reports related to the VDSS programs, CSA (Children’s Services Act), and variety of other Grants and Local programs, all reconciliations with the General Ledger, State accounting systems, and overseeing the internal control.

Department Hiring Salary Range: $46,589 – $53,577 Essential functions include but are not limited to:

Performs the daily revenue/receivable cycle activities and revenue budget activities associated with services of Norfolk Department of Human Services with the goal of maximizing reimbursements/revenues in a cost-effective manner that is in compliance with Federal/State and local guidelines and policies.

Assists with budget preparation and monitors the budget by serving as a key person to the management team in the budget process, monitoring expenditures, and preparing requests for budget transfers.

Manages financial functions by preparing expenditure reports, preparing ordinances, grants, and notices to proceed, approving payments, collecting and analyzing financial data, and reporting monthly expenditures to request state reimbursement.

Performs related duties by training personnel on policies and procedures, monitoring cases and providing monthly program reports.

Performs and executes the monthly VDSS LASER reimbursement process including mid-year reviews of program allocation spending.

Performs and executes the monthly CSA financial report.

Approving a variety of accounting transactions in AFMS by verifying correct State accounting codes and City accounting lines

Submitting and approving journal entries for various program funding/transaction transfers.

Updating payroll reports on a monthly basis and forecast personnel expenses on the City and State budget.

Uploading VaCMS expenditures reports for day care state programs.

Updating forecast for agency state budget monthly.

Supports development of the agency city program budget.

Analyzes general ledger to ensure entries are posted accurately, in proper accounting period and are properly classified for both US GAAP and regulatory reporting purposes.

Support program managers by providing monthly program reports that include trends, costs, financial commitments, and obligations incurred to predict future revenues and/or reimbursements.

Prepare and provide information and/or documentation to outside auditors, federal/state/local government regulators and other agency stakeholders.

Assist in the development of effective and efficient fiscal written processes, template forms and procedures based on NDHS/City of Norfolk policies.

Functions in a high-volume, demanding office environment and handles multiple priorities with ease while always maintaining professional rapport.

Performs other duties as assigned.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Two years experience.
