Job Summary
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres, and several wetlands mitigation banks, including Greens Bayou.
The Harris County Flood Control District is seeking qualified candidates for the position of Agreement Coordinator, who will be responsible for all aspects of multi‑use legal agreement creation and processing as well as the management of the Property Agreement Database and other administrative functions in accordance with the District’s mission to maintain the infrastructure.
Essential Functions & Duties Agreement & Contract Administration
Create, maintain, and update agreement/lease database to monitor compliance with agreement terms, including expirations, insurance requirements, compensation, and reimbursements.
Prepare various agreements and draft correspondence, based on standard formats, to be consummated involving multi‑use and cyclic maintenance activities.
Monitor progression of new agreements through in‑house processes to final execution with the Harris County Commissioners’ Court.
Interact (both written and orally) and coordinate with requesting parties and County Attorneys.
Financial & Invoice Management
Review invoices for account delinquencies or expirations, draft correspondence (delinquency notices and related correspondence), if necessary, and mail out with invoices.
Post checks to the leaseholders’ accounts.
Maintain financial applications.
Prepare purchase orders and support documentation related to channel maintenance projects, as needed, using Harris County’s District Financial Application.
Workflow, Correspondence & Communication
Manage workflow of incoming and outgoing correspondence, invoices, agreements, and/or projects under contract, including composition and/or proofreading correspondence.
Compose, type, edit letters, memos, reports, and other documents using a personal computer and word processing software.
Records & Filing Management
Create, organize, and maintain filing systems for records, correspondence, and other materials.
Additional Responsibilities & Duties
Assume additional responsibilities as required, adapting to the District’s evolving demands, responsibilities, needs, and objectives.

Education and Experience
Requires a high school graduate or equivalent.
Requires three years of verifiable experience in administrative support or a similar field.
Licensure
Valid Class "C" Texas Driver’s License
Knowledge, Skills, and Abilities
Solid knowledge of Microsoft Office Professional (Outlook, Word, Excel, Access, PowerPoint).
Familiar with SharePoint, Adobe Acrobat Professional.
Be a self‑starter; work well independently and as a team; assume ownership in completing assigned tasks.
Exemplify professional manners in all circumstances.
Work well with representatives from external organizations.
Effectively prioritize, identify, and solve problems.
Work well under pressure, adhering to tight deadlines and accuracy/quality standards.
