The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support, and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagement for veterans, service members, and their families; older adults and their caregivers; and other resilient communities. The division's work also includes efforts to strengthen connections within and improve access to the human services system.
ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board, the King County Veterans Advisory Board, and the King County Women's Advisory Board. King County is an active partner in King County's Area Agency on Aging.
POSITION DESCRIPTION
The Community Investments Team within the Adult Services Division (ASD) provides leadership and oversight for all aspects of contract development, certification, management, and compliance. This role directs the Division's non-veteran contracted investments, including the management of Requests for Proposals (RFPs) and the administration of resulting contracts. Each year, the Adult Services Division invests more than $65 million through over 500 agreements, ranging from community services contracts to Memorandums of Agreement, to simple or robust Letters of Agreement.
The Senior Manager holds authority for authorizing contracted services, overseeing solicitation development and management, approving waivers and Division Memoranda of Agreement (MOAs), and ensuring that all investments meet Division, Department, County, and State contracting requirements. The position is also responsible for reviewing and developing contracts and related documents, monitoring certification status, and leading improvement processes from initial development through full implementation.
This leadership role includes direct supervision of five-unit managers and a team of up to 25 employees who carry out every phase of contract development and administration. The team's work advances five result areas (Housing Stability, Healthy Living, Financial Stability, Social Engagement, and Service System Access and Improvement) while prioritizing older adults and their caregivers, as well as resilient communities. The Senior Manager also provides technical guidance to the Division's veteran services teams.
Finally, the Senior Manager serves as a strategic advisor to the Chief of Community Investments and Provider Supports, offering critical recommendations to resolve issues affecting contract certification and shaping policy solutions that support emerging service areas and strengthen the Division's overall contracting framework.

WORK SCHEDULE/CONDITIONS:
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm. The current minimum in-office requirement is every Wednesday.

TELEWORKING REQUIREMENT:
DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Job Duties
Leadership and Staff Development (25%)
The candidate will provide overall leadership and supervision for the Community Contracts and Compliance Team, including direction, training, mentoring, and coaching for five Team Leads and a staff of up to 25 employees. The candidate will ensure staff training, conduct quality control reviews, oversee contract-related training for agency managers, and strengthen the team's ability to deliver high-quality services through ongoing employee development.
Contract Development, Management, and Compliance (25%)
The candidate will oversee the end-to-end contract management process, ensuring all contracts meet Division, Department, County, and State requirements. The candidate will manage timelines, review contract documents, approve waivers and MOAs, troubleshoot issues, and provide actionable solutions to stakeholders. The candidate will also lead annual contractor risk assessments and monitoring plans.
Strategic Planning and Continuous Improvement (20%)
The candidate will plan, develop, and implement quality improvement projects to streamline contract and monitoring processes. Candidate will use LEAN methods to identify problems, propose and implement solutions, and drive efficiencies across workflows. Candidate will research and recommend new strategies, policies, and procedures to strengthen procurement practices, increase provider participation, especially from rural and unincorporated communities, and align investments with Division and County goals.
Collaboration and Stakeholder Engagement (15%)
Candidate will collaborate with internal and external stakeholders, including the Operations Senior Manager, Veterans Administrator, Policy and Community Engagement Team, and department-wide offices such as Contracting and Procurement, Fiscal, Performance Measurement and Evaluation, and Communications. Candidate will conduct consultations, support business negotiations, participate in outreach events, and deliver presentations and workshops to providers, contractors, and community audiences.
Policy Development, Risk Management, and Compliance Support (10%)
The candidate will provide expert advice to the Division Director and other leaders on contracting regulations, cost factors, contract terminology, and emerging trends. The candidate will develop interim policies, administrative guidance, and procedures to address gaps and ensure compliance. The candidate will also analyze legislation, contribute to disaster response and continuity of operations planning, and serve as a subject matter expert in contract management.
Data Analysis, Reporting, and Performance Measurement (5%)
Candidate will collect and analyze data related to contract performance, develop monitoring reports, and present findings to Division leadership, providers, and other stakeholders. The candidate will ensure data-informed decision-making supports program design, budget management, performance measurement, and capacity building efforts.
Experience, Qualifications, Knowledge, Skills
A Bachelor's degree in social work, public administration, health or social sciences, or a related field, and/or equivalent education and experience. Candidate will hold a Certified Professional Change Management (CPCM) or the ability to obtain the credential within six (6) months of hire. Candidate will bring at least six (6) years of progressively responsible experience in contract or grant administration, including three (3) years in a supervisory role. Experience must include contract administration, budget management, and human services administration, with at least three (3) years of professional-level experience involving four (4) or more of the following:
Compliance risk mitigation Evaluation of contracting practices and implementation of compliance improvements Development and management of organization-wide policies and procedures Oversight of major process reforms, including compliance frameworks, desk reviews, risk assessments, and remediation plans Work with or adjacent to legislative processes and federal or state government structures Application of local, state, and/or federal contracting laws, regulations, and procedures Delivery of technical or detailed training to professional staff Leadership of change management initiatives for diverse audiences
