Job Summary The Enrollment Specialist serves as a certifying official and subject matter expert in the administration of VA education benefits. This position is responsible for independently managing complex compliance functions, ensuring institutional adherence to federal and state regulations, and providing strategic guidance to internal stakeholders. The Enrollment Specialist exercises a high degree of judgment and autonomy in decision‑making, policy interpretation, and procedural development to support veteran student success and institutional accountability. The position provides additional training, coaching and oversight of student and part‑time certifying officials.
The Enrollment Specialist will be required to complete and maintain necessary VA training and certifications.
Key Responsibilities Enrollment Certification & Compliance Oversight
Independently certify VA education benefits for eligible students, ensuring strict alignment with approved academic programs and regulatory requirements.
Conduct advanced audits of student enrollment, academic progress, and conduct to determine continued eligibility; initiate and report probation, termination, or disciplinary actions as required.
Serve as the primary liaison to the VA Education Liaison Representative (ELR) and State Approving Agency (SAA), proactively communicating substantive changes to programs, policies, and staff assignments.
Identify and resolve systemic barriers to timely and accurate reporting; esc‑… recommend corrective actions to MASC Director.
Records Management & Regulatory Audits
Oversee the secure maintenance and integrity of VA student records, including certification documentation, academic evaluations, financial data, and enrollment agreements. Maintain strict compliance with FERPA regulations.
Ensure institutional readiness for federal and state audits by implementing robust documentation protocols and conducting periodic internal reviews.
Develop and enforce data privacy standards and retention schedules in accordance with VA and institutional policies.
Monitor, interpret, and disseminate updates to federal and state regulations, VA advisories, and bulletins; assess institutional impact and recommend policy adjustments.
Lead training initiatives for staff and faculty on compliance requirements, certification procedures, and veteran support services.
Attend state and national‑level VA conferences to maintain expert‑level knowledge of institutional academic programs, approval criteria, and student conduct policies; advise leadership on programmatic changes affecting VA eligibility.
Student Advocacy, Access & Strategic Support
Provide high‑level advising to veteran students on benefit eligibility, application processes, and institutional responsibilities.
Resolve escalated issues related to payment discrepancies, benefit interruptions, and academic standing; coordinate with financial aid, registrar, and academic departments to ensure resolution.
Develop and implement outreach strategies to promote awareness of available resources, foster student engagement, and improve retention among VA beneficiaries.
Required Qualifications
High School Diploma or equivalent.
One year of related experience or a combination of education and experience.
Preferred Qualifications
Experience with VA rules and regulations as it applies to VA Educational Benefits.
Knowledge of the various VA chapters of benefits and requirements.
Familiarity with the Family Education Rights and Privacy Act (FERPA) and Personal Identifying Information (PII) safeguards.
Knowledge of Banner Student System and higher education registration/records/accounting operations and procedures.
Ability to work effectively under pressure and resolve issues amid frequent interruptions.
Strong understanding of registration databases, word processing, and Google Workspace.
Strong written and verbal communication skills.
Background Check Criminal background check required as a condition of employment.
