Team Leader – Commercial Operations
to drive the efficient, effective, and commercially sound management of our procurement and commercial activities within the Three Waters unit.
About the role | Ko te mahi nei You’ll lead a talented team and ensure Christchurch City Council’s commercial and procurement activities within Three Waters are delivered efficiently and strategically. Your focus will be on driving best practice, optimising workflows, and achieving strong commercial outcomes. Responsibilities include:
Providing strong, positive leadership to a team of procurement and commercial professionals, fostering a high-performance culture.
Championing best-practice procurement and contract management approaches, ensuring Council is a commercially astute client.
Overseeing commercial management of Three Waters maintenance contracts, including cost validation, contractor performance monitoring, and risk mitigation.
Delivering strategic and operational advice to contract managers and maintenance teams to optimise workflows and schedules.
You’ll bring extensive experience in commercial and procurement management, with at least 12 years in the industry and 8 years in contract claims and commercial roles within a large organisation. Strong leadership skills (3–5 years), proven relationship management in complex environments, and deep knowledge of financial, procurement, and contract practices are essential.
Attention to detail, excellent organisational skills, and the ability to provide ethical leadership in procurement are key. A solid understanding of local government contract management and expertise in water and waste industry procurement, contract law, and conditions will set you apart.

Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
Salary - Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
