Preconstruction Estimator
Position
Purpose
The Preconstruction Estimator leads and executes estimating efforts from conceptual budgeting through competitive bidding, playing a critical role in both the technical and relational aspects of project development. This position is responsible for the quality and accuracy of cost estimates, the recruitment and relationship management of subcontractors, and the alignment of the design with budget objectives. Responsibilities
Lead preconstruction estimating efforts from initial concept through final pricing using various delivery methods. Prepare detailed conceptual estimates, schematic and design development-level budgets, and competitive bid packages. Interpret project plans, design documents, drawings, and specifications to build accurate, comprehensive cost estimates that reflect both design intent and construction feasibility. Adapt estimates to reflect design changes, scope adjustments, or updated project information while maintaining timely communication with the design and construction teams. Manage and oversee all takeoffs, pricing, value analysis, and proposal components. Collaborate early with Designers, Operations, and Business Development to ensure alignment of scope, schedule, and cost objectives. Develop and maintain local and regional historical cost data base with input from suppliers, manufacturers and subcontractors. Assist project management/ operations with subcontractor proposal scope review, bid leveling and contract negotiations. Validate subcontractor bids and ensure they align with project goals and risk assessments. Maintain financial accountabilities for all estimates and preconstruction budgets under assigned projects. Monitor and report preconstruction cost performance, proactively adjusting to meet profitability targets. Identify, engage, and prequalify new subcontractors to expand PSI's trade partner base in strategic markets. Foster strong relationships with existing subcontractors to enhance collaboration and pricing competitiveness. Communicate scopes of work clearly and manage expectations with subcontractors throughout the preconstruction phase. Partner with field operations and project management to assess subcontractor performance and availability. Ensure inclusive bidding practices by proactively involving MBE, WBE, and SBA-certified firms. Communication & Collaboration
Represent Preconstruction in client-facing meetings, project interviews, and internal leadership discussions. Support the Business Development team with accurate pricing and strategy in pursuit efforts. Provide leadership in project pursuits by developing win strategies and aligning team efforts accordingly. Facilitate internal collaboration to ensure seamless handoff from preconstruction to operations. Participate in and influence company-wide strategic planning and process improvement initiatives. Proficiency utilizing Timberline/ Sage construction estimating software, eTakeoff and Microsoft Excel. Strong understanding of architectural and engineering drawings and specifications. Deep knowledge of construction methods, systems, and sequencing. Skilled in quantity surveying, general requirements estimating, and scope analysis. Excellent written and verbal communication; able to present ideas clearly to diverse audiences. Ability to manage multiple priorities in a fast-paced environment. Knowledge of MBE, WBE, SBA, and other subcontractor compliance programs. Strong relationship-building and negotiation skills with subcontractors and vendors. Experience with Job Order Contract (JOC) estimating is preferred but not required. Working

Primarily office-based at one of PSI Texas office locations. Some travel may be required for project meetings, subcontractor outreach, or presentations. Work hours typically average 45–50 per week, with flexibility required around proposal deadlines. Minimum

Education/Experience
10+ years of experience in engineering, commercial construction, or preconstruction roles. Minimum of 4 years in estimating or cost management with significant client-facing and team leadership responsibilities. Background in K-12, higher education, or institutional construction is preferred. Experience estimating Design-Build and/or Public/Private Partnerships are a plus. Bachelor’s degree in Construction Management, Engineering, or related field, or equivalent industry experience. Estimating certifications such as DBIA, CPE, CEP, or CVS are a plus.
