The Air Force Civilian Service (AFCS) is looking for a full‑time Lead Contract Specialist, NH‑1102‑III located at Patrick Space Force Base, Florida. In this position, you will lead a team of 3 to 5 contracting officers and specialists in accomplishing the missions of Patrick Space Force Base and Cape Canaveral Space Force Station. An Unlimited Warrant is required within one year. You’ll have the opportunity to share and grow your knowledge of complex service contracts and lead actions on a variety of contract types. The team manages hybrid contracts utilizing fixed price, cost plus fixed fee, and cost plus award fee CLINs.

Compensation & Travel

Salary: $90,173 - $139,398

Travel authorized up to 25%

Qualifications & Requirements

US citizenship is required.

This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.

Serves as a Team Leader and an unlimited warranted contracting officer. An unlimited warrant must be obtained within twelve (12) months of assignment and maintained.

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.

Employee must file an OGE‑450, “Confidential Financial Disclosure Report,” within 30 days of assuming this position and annually by 31 October thereafter; required to attend annual ethics and procurement integrity training.

Must meet continuing acquisition education requirements IAW DoDI 5000.66 para E2.2.8.

Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre‑award and post‑award actions for a variety of complex and/or diversified services and commodities.

Knowledge of the business environment (e.g., economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements to recognize potential programmatic/contractual impacts, and knowledge of methods and techniques of fact‑finding/market research.

Knowledge of the principles, methods, and tools used for risk identification, assessment, and mitigation.

Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or negotiation position.

Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; make sound, well‑informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure legally binding contracting officer decisions are consistent, justifiable, and upheld at appellate courts or boards.
