Summary

This position serves as the Director for the Sports and Fitness Division, Program, Fleet Readiness Department (MWR), Naval Support Activity Panama City (NSA-PC), Florida. The function of the Division is to provide an extensive and comprehensive total sports and fitness program for active duty, family members, retired military and authorized civilians. The sports and fitness facilities in which these programs are conducted are located throughout the installation. Responsibilities

Serves as the Director for the Sports and Fitness Division, MWR Department, with responsibilities for planning, developing, organizing, promoting, coordinating, executing, evaluating and supervising a comprehensive and total fitness program for active duty military, retired military, family members and eligible APF and NAF Federal employees ensuring excellence in customer service. Oversees Sports and Fitness activities including intramural leagues and tournaments, swim lessons, open swimming, lap swimming, personal training (Health and Physical Activity Readiness Screening, physical fitness assessments, and individualized exercise prescription); CPR and First Aid training and instruction; Group exercise (e.g., Step Aerobics, abdominal classes, cardio boxing, sports conditioning, injury prevention, power low step circuit, slide aerobics, aqua aerobics, martial arts). Manages outreach programs, massage therapy, lecture series (body composition, exercise and stress, weight training, nutrition, anatomy, exercise physiology, energy systems) and special events (race series, health and fitness fairs, youth programs). Lead instructor for NAVY Exercise Leader course and subject matter expert to Command Fitness Coordinators for the NAVY Physical Readiness Program (PRT). Directs care and management of sports and fitness facilities (fitness center, gymnasium, swimming pool, racquetball courts, tennis courts, softball fields, outdoor basketball court, roller hockey court). Coordinates repair and maintenance with engineers, safety, and related technical sections; oversees installation of new equipment and disposal of old equipment. Prepares and manages fitness administrative matters including briefings, letters of operation, SOPs, special reports, management narratives, and after action reports; manages APF and NAF budgets; submits justifications for program and activities including funding, personnel, facilities, supplies and equipment; reviews NAF financial statements and analyzes variances. Conducts inventories and purchasing; handles cash procedures (collection, receipt, safeguards, deposits); develops internal control policies and ensures compliance. Supervises and mentors civilian and military personnel in the Sport and Fitness Division; coordinates recruiting, interviewing, selection; develops performance standards and nominations for awards. Establishes open communication, morale, leadership development and Total Quality Management within the division. Acts as Contract Officer’s Representative and develops statements of work for fitness personal and non-personal service contracts; maintains liaison with Installation Agencies for volunteer recruitment; supports EEO and Affirmative Action programs. Conducts active public relations and publicity using available media; maintains relationships with other installations and community organizations to promote, exchange ideas, and improve customer service. Knowledge, Skills and Experience (Minimum Qualifications)

A degree in Recreation, Exercise Physiology, Exercise Science, or related field is desired or five years of experience in the fitness field. Experience planning, developing, supervising, and conducting a diversified fitness program; knowledge of fitness principles and techniques relevant to military community needs. Comprehensive knowledge of financial management with budget execution experience; cash handling and internal control procedures. Comprehensive knowledge and experience in personnel management and administration including recruitment, training, performance appraisal, leadership development, EEO/Affirmative Action, and employee relations. Requirements

Must meet Federal Employment suitability requirements and successful completion of a background investigation (fingerprint-based). Must successfully pass E-Verify; do a Personal Identity Verification (PIV) process with two forms of ID (Form I-9). Must be a current CNIC employee with a valid State driver’s license to operate motor vehicles. Salary by Direct Deposit/Electronic Funds Transfer. Selective Service registration for males born after 12/31/1959. Ability to work varied schedules including evenings, weekends and holidays; CPR/First Aid certification required. Education and Qualifications

A bachelor’s degree in recreation, leisure studies, exercise science or related field is preferred but may be substituted by equivalent education, training, and experience. If claiming education, include transcripts. This position emphasizes experience and/or certification requirements; two of the following three elements are required: (1) professional certification from an NCCA or DEAC accredited health/fitness organization; (2) competency in business and the design and delivery of exercise programs; (3) at least three years of experience in the fitness industry/field for civilian personnel. Specialized Experience

Specialized experience directly related to the duties described above, qualifying at the next lower level, including: Knowledge of fitness program principles, exercise science, nutrition, endurance, and testing; Knowledge of biomechanics and equipment use; Skill in planning and executing comprehensive fitness/sports programs; Knowledge of anatomy, physiology, kinesiology; military fitness standards and testing; Supervisory abilities; EEO policies; budgeting; Microsoft Office tools; safety, environmental regulations; ability to deliver presentations; ability to develop new methods for fitness program management.
