Job Description posted January 23, 2026. This position has a high degree of responsible, professional and administrative work to serve as the Recovery Program Director. The incumbent plans and directs the substance abuse treatment outpatient center, the Chee-Woy-Na-Zhee Halfway House operations. The role includes administrative duties relating to finance/budget, supervising staff, and completing required state and federal reports. The director oversees clinical supervision, promotes the clinical skills of staff, and ensures competencies of treatment staff providing alcohol/drug counseling. Outpatient and outreach services are provided on an individual basis. Specific Job Duties / Responsibilities

Maintain records and reports and submit reports to state and federal agencies. Supervise staff through hiring, appraisals, and placements; conduct staff meetings and exit interviews; conduct diagnostic staff meetings and client disposition meetings. Plan and justify the annual budget; monitor expenditures using computers and appropriate software. Attend meetings related to the position; participate in developmental seminars to stay current; plan and conduct in-service training for staff. Determine and document specific and measurable program goals. Supervise personnel providing alcohol and drug abuse counseling to youth and adults; sign off on clinical documents. Conduct monthly client file reviews to ensure compliance with State and Federal regulations. Implement staff development plans to maximize performance, including coordinating training and providing individual instruction on improvement. Implement and manage a quality assurance program to meet regulatory requirements. Coordinate with Federal, State, and local agencies to improve and expand program services, maintaining high confidentiality standards per 42 CFR Part 2. Collaborate with School Administration, Tribal Court, Social Services, and other referral agencies to ensure total client care. Develop working relationships with inpatient treatment facilities and detox centers and understand their intake procedures. Submit monthly activity reports for program and compliance purposes. Maintain compliance with Federal confidentiality laws for patients in federally assisted programs. Maintain and manage all federal and state grants obtained and meet grant requirements. Provide daily clinical staffing of cases, individually or in groups. Represent the Recovery Program at meetings and maintain professional relationships with federal, state, and local agencies. Provide primary treatment, conducting counseling and therapeutic interviews to help individuals develop treatment plans and follow up on results. Conduct group therapy sessions at the school or program facility on designated dates. Accurately complete clinical records and State of Nebraska forms for each client. May attend court proceedings with clients, as requested or to comply with court-ordered disclosures as specified by applicable laws. Administer computer-generated assessment tools (e.g., ASI, SASSI, PEI) and conduct evaluations for adolescents referred to the program. Participate in case management sessions and coordinate referrals for prevention services. Continue education and training to meet State and Federal certification mandates. Coordinate with consultants; disseminate information and keep consultants informed of client reactions. Attend various meetings related to the position and provide in-service staff training as needed. Qualifications / Skills

Must possess an LDAC and at least five (5) years of related experience; LMHIP preferred. Must have a valid driver’s license and be insurable. Must be able to pass a drug test and a background check (no child abuse/elder abuse charges). Supervisory experience required. Ability to work independently and develop solutions with minimal supervision. Effective communication skills, both oral and written. Ability to establish and maintain effective working relationships with staff, clients, government officials, and the public. Maintain strict confidentiality of clients and program records. Willingness to travel, sometimes on short notice, to accomplish program business. Strong verbal and written skills; ability to communicate ideas clearly. Understanding of alcoholism as it pertains to Indigenous people. Ability to work weekends and evenings when required. Team-player attitude with a positive outlook. Attends meetings and delivers staff training as needed. Training Requirements

Must attend all department meetings and other training courses as directed by management. Physical Requirements

Normal to light office work; ability to lift up to 10 lbs. Regular walking, standing, sitting; use of computer keyboard and office equipment. Daily duties require talking and listening. Mental Requirements

Reading, writing, calculation; reasoning and analysis; work with minimal supervision. Language Requirements
