Under direction, this position provides coordination between county, state and local agencies in the event of a natural, technological, or man-made emergency. Assists with the development of the county’s Emergency Operations Plan, Hazard Mitigation Plan, and Continuity of Operations Plan. Assists with locating, developing and delivering resources to Macomb County citizens, first responders, businesses and educational institutions to enhance emergency preparedness. Responds to emergency situations affecting Macomb County. Assists with the development and coordination of emergency preparedness training and exercise programs for county employees and first responders. Assists with public outreach and public information campaigns related to emergency preparedness. Essential Functions and Responsibilities

Provides coordination between the county, federal, state and local agencies in the event of a natural, technological or man-made emergency. Assists in developing, reviewing and updating County and local emergency plans, including the County Operations Plan, Hazard Mitigation Plan and Continuity of Operations Plan. Assists in the operation of the Macomb County Emergency Operations Center. Responds to emergency situations affecting Macomb County as assigned. Develops, coordinates and facilitates training and exercise programs in preparation for emergency and disaster events. Attends trainings and seminars relative to current emergency planning issues. Assists with the development and delivery of disaster communications and coordinated public information campaigns through department website, social media, press releases and the development of informational publications. Advises and assists first responders, government agencies, private agencies, educational institutions and volunteer groups with specific phases of emergency management programs by outlining specific roles and activities. Conducts and advises on the completion of vulnerability assessments on residential, business and governmental institutions. Provides support for established emergency management committees, including the Local Emergency Planning Committee (LEPC) and Local Planning Team (LPT). Assists with coordinating emergency response and recovery efforts directly with local, county and state agencies during emergencies and significant events. Operates an automobile to perform assigned job functions. Performs related duties as assigned. Qualifications

Required Education and Experience

Associate’s Degree or equivalent of sixty (60) credit hours from an accredited college or university in Emergency Management, Homeland Security, Public Administration or a related field One (1) year of experience developing emergency plans, designing and facilitating public safety training and exercises and participating in emergency response and recovery operations in an emergency management agency at the local, county, state or federal level Preferred Education And Experience

Bachelor’s Degree from an accredited college or university in Emergency Management, Homeland Security, Public Administration or a related field Three (3) years of experience developing emergency plans, designing and facilitating public safety training and exercises and participating in emergency response and recovery operations in an emergency management agency at the local, county, state or federal level Required Licenses Or Certifications

Possession of the Professional Emergency Manager (PEM) designation through the Michigan State Police Emergency Management and Homeland Security Division within two (2) years of hire Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel Preferred Licenses Or Certifications
