Responsibilities

Designs and produces finished graphic products to promote all aspects of FFR operations, activities, events, and facilities from verbal or written communications, or sketches.

Develops and implements creative designs for production using PC platforms, and the most current version of graphic arts software (Adobe Creative Suites, including Photoshop, InDesign, Illustrator) and hardware (scanners, large and small format printers, and networking systems and server). Employs state-of-the-art graphic and photo manipulation programs.

Communicates regularly with subject-matter experts to create conceptual products and ensures that draft work receives the requestor's approval, deadlines are met, and the organization's goals are accomplished. A basic understanding of the FFR organization's mission and the purpose of various program activities is necessary, which may require occasional visits to region/field locations and attendance at events/meetings.

Designs and prepares a wide variety of general and technical illustrations, photos and/or line drawings by all methods, using free-hand art and the latest graphic arts software. Responsible for print pre-production.

Conducts research and makes recommendations to the Marketing Director in purchasing all graphic and multimedia-related equipment and software.

Determines and communicates technical requirements and deadlines, and negotiates the most beneficial terms for the Navy.

Ensures all administrative tasks are completed, including job tracking, recording billable hours (as required), equipment maintenance, software updates, etc.

Ensures 90% of projects are completed within the specified deadline. Manages projects and workload to ensure all projects are completed in a timely fashion. Coordinates with press operator, graphic artists and others within the department to complete tasks.

Follows departmental standard operating instructions and customer service standards. Effectively responds to customers' concerns and/or complaints. Complaints not resolved by incumbent will be referred to immediate supervisor. Exercises tact, diplomacy and courtesy when serving and assisting customers. This will be expressed by tactfully responding and assisting customers in a prompt and friendly manner.

Performs other related duties as assigned.

Knowledge of graphic design principles, visual methods, and materials, including a wide range of communication and illustration concepts, principles and practices needed to plan, design, and produce a variety of complex visual requirements.

Ability to use sophisticated, state-of-the-art graphic and multimedia design technology (equipment and software) to produce the highest quality print, website animations and multimedia products, and meet production requirements.

Knowledge of complex design software including In-Design, Illustrator, Adobe Photo Shop, Dreamweaver or other web development software.

Knowledge of Microsoft Office software including Word, Outlook, and Excel.

Knowledge of grammar, spelling, standard graphics style.

Ability to conceptualize and recommend advertising methods from written and verbal instructions.

Basic understanding of math, accounting and routine office procedures.

Proven ability to work in high volume graphics operations to establish priorities and meet deadlines.

Effective in working as team member with flexibility to work in different positions within the department.

Ability to communicate effectively with others.

Ability to follow written and verbal instructions.

Education\nA bachelor's degree from an accredited university in graphic art or other related field is preferred, but may be substituted by the equivalent combination of directly related education, training and three years recent experience that demonstrates skill in computer graphic applications.

This position is assigned to Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), Work and Family Life Branch (N911). The incumbent serves as the primary resource or as part of the team for the local installation Fleet and Family Support Center (FFSC) Personal Financial Management (PFM) Program for the Department of the Navy NAF.\nDuties

Support all FFSC programs by serving as the primary resource and subject matter expert for financial-related education and materials; tailor personal financial management information, materials, and education programs to the local area; develop and implement a program of direct counseling assistance to the total military family, providing financial literacy and education and training to individuals and groups on credit management, savings and investments, consumer affairs, debt liquidation, financial counseling, budget counseling, and other financial-related topics.\nUtilize PFR course curricula to conduct training and prepare accompanying resource materials in accordance with the personal and professional training points across the military lifecycle; ensure CNIC-approved financial educational content and material are used in all training and counseling activities. Provide nonbiased financial counseling to military members, and upon request, to entitled military family members and other individuals. Maintain privacy and confidentiality of all PII in accordance with USN policy. Offer referrals to approved external or on-installation agencies for cases that exceed the scope of the PFM program.\nConduct Command Financial Specialist (CFS) training. Hold area-wide personal financial management awareness forums or meetings quarterly; conduct informational seminars for area command leaders semi-annually; support Return and Reunion (R&R) efforts and Emergency Family Assistance Center (EFAC) events when necessary.\nServe as the primary point of contact for financial education and counseling services; connect clients with resources within the Navy and the broader community. Liaise with on-installation financial institutions; assist members with developing the financial portions of their family care plan and appropriate duty screenings. Develop local networks to enhance program delivery. Work with Staff Judge Advocate Legal Assistance on complex cases involving foreclosures, evictions, garnishment, and repossessions. Coordinate and refer clients to authorized local agencies, DON counterparts, and creditors. Advise command leadership and program personnel to coordinate financial readiness programs and services based on policy and local needs.\nConduct financial training and transition financial plan reviews for the Transition Assistance Program. Maintain and update records (training attendees, evaluations, etc.) using the Fleet and Family Support Management Information System (FFSMIS) and applicable databases. Maintain a library of current financial information and provide authorized materials. Maintain local PFM Program certification standards IAW CNIC FFSP certification standards. Attend DOW, DON, and CNIC financial training conferences and meetings.\nDisseminate financial management information within the local area via newsletters, emails, and social media. Review SOPs and service delivery to ensure compliance with policy, confidentiality, and quality assurance guidelines.
