The Federal Funding Account, administered by the California Public Utilities Commission (CPUC), is a $2 billion grant program for last-mile broadband infrastructure projects to connect unserved Californians. In accordance with 2021’s Senate Bill 156, under the direction of the Program & Project Supervisor, the Public Utilities Regulatory Analyst V will:
Lead a team of analysts to implement and administer the Federal Funding Account grant program to fund last-mile infrastructure projects.
Evaluate and analyze grant applications to fund last-mile infrastructure projects, prepare resolutions and ministerial award letters, and propose funding Federal Funding Account projects.
Monitor progress of Federal Funding Account-funded projects and awardees.
Review, analyze, and process payment requests to ensure the expenditures meet state and federal requirements.
Conduct the most complex economic, policy, and/or technical analyses and research to bridge the digital divide and provide reliable and affordable Internet access to all Californians.
Present complex research, analysis, findings, and recommendations orally, in writing, and visually.
Write and defend reports and staff proposals in formal proceedings.
Provide briefings and presentations to Commissioners and/or their advisors, Commission management, and other stakeholders outside the Commission regarding the Federal Funding Account program.
Respond to complicated inquiries from the public and other governmental agencies.
