Technical Records Specialist 3 Legal Assistant

The Idaho Department of Correction (IDOC) is recruiting a Technical Records Specialist 3 Legal Assistant at the Idaho State Correctional Center (ISCC) in Kuna, Idaho. The incumbent in this position will ensure all residents have direct access to the courts in all qualified legal claims involving direct appeals from the conviction for which they are incarcerated, habeas petitions, civil rights actions, or conditions of confinement. The Department facilitates this access by providing legal claims packets, and other services to maximize the resident's access to courts, in a quick and efficient manner. Responsibilities: Collect Access to Courts Forms from lock boxes within the facility Enter and respond to Access to Courts Forms in the assigned database Maintain logs specific to services provided at the Access to Courts Center Organize, update, and manage legal books in the Access to Courts Center Distribute qualified legal claim packets and authorized legal reference material Provide Notary Services Provide authorized photocopies for legal filings Provide legal contact information Process outgoing legal mail/e-filings Review filings to ensure compliance with court filing rules Review completed authorized legal claim packets to ensure compliance with laws, regulations, and policies Explain processes associated with filing legal documents with the courts Manage and Store excess legal materials Assist in performing administrative duties as needed Minimum Qualifications: Must be willing to work in a correctional facility. Some knowledge of supervisory practices. Typically gained through completion of college coursework or workshops (of at least one day) specifically covering supervisory practices; OR supervisory or team leader experience that formally involved giving work assignments, providing direction to employees, and monitoring/evaluating the work of others. (Such experience on a fill-in basis is non-qualifying unless it occurred for a period equivalent to a minimum of three or more consecutive months.) Experience with records management. Typically gained by at least one or more years of work experience using record management systems that included paper records, financial records, or digital records. Experience interpreting, applying or explaining state or federal laws, rules, and policies. Typically gained from at least one year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies, OR through explaining to others how laws, regulations, or policies apply to specific situations, OR some combination of experience and paralegal studies, or completion of related college level courses. Experience researching and reviewing legal documents for compliance with laws and to identify and resolve complex issues (e.g. court orders, contracts, ownership, deeds, trusts, tax returns, subpoena requests). Typically gained by at least one year of experience performing research and analysis of complex or technical material requiring in-depth program knowledge to determine if requirements were met and if they complied with established laws and/or policies. Experience may include relevant college level courses requiring in-depth analysis. Experience creating correspondence and documents using word processing software. Typically gained from at least one year of experience preparing a variety of business correspondence/documents.
