
Overview
The Code Enforcement Manager plans, organizes, and oversees the daily operations of the Code Enforcement Division, ensuring effective enforcement of the City’s Code of Ordinances and Unified Development Ordinance. This role manages programs related to nuisance abatement, minimum housing standards, commercial property maintenance, and zoning compliance to protect public safety, preserve property values, and enhance community quality of life. The position coordinates closely with internal departments, external agencies, and government partners; supervises Code Enforcement Officers and support staff; and ensures accurate recordkeeping and reporting. Work is performed under the general supervision of the Planning Director or designee. The Code Enforcement Manager may be required to work evenings, weekends, holidays, and during emergency situations to meet operational needs.

Responsibilities
Oversees and is accountable for Code Enforcement Division operations, including minimum housing, commercial property maintenance, zoning compliance, and nuisance abatement in accordance with the City’s Code of Ordinances and Unified Development Ordinance.
Enforces applicable chapters of the City Code and conducts property research to determine ownership and compliance.
Prepare cost estimates for residential and nonresidential properties in violation of City ordinances.
Engage with property owners, developers, and contractors to discuss findings and compliance requirements.
Supervises Code Enforcement Officers and support staff by assigning work, establishing schedules, monitoring progress, and ensuring quality and consistency of enforcement activities.
Assists the Director with annual budget preparation; approves and monitors authorized expenditures.
Recommends cases for legal action and coordinates with the City Attorney.
Schedules and facilitates hearings; participates in and provides testimony for appeals before boards or commissions.
Responds to citizen inquiries and complaints, including sensitive or high-profile cases, using mediation, negotiation, and conflict-resolution techniques.
Utilizes City software systems and Microsoft Office applications to maintain records, prepare reports, and support operational needs.
Demonstrates strong written and verbal communication skills and the ability to work effectively with employees, leadership, property owners, community groups, and the public.
Brings a customer-service mindset with a commitment to continuous improvement.
Exhibits strong leadership and soft skills, including accountability, adaptability, collaboration, multitasking, and prioritization.
Qualifications Thorough knowledge of the programs, policies and procedures relating to construction activities and programs; thorough knowledge of minimum standards, building codes, construction procedures and cost estimating; general knowledge of the philosophies, principles, laws, regulations and procedures, goals and priorities of the City’s Code Enforcement Programs; ability to gather, analyze and evaluate facts and prepare concise reports; ability to establish and maintain effective working relationships with officials, other employees, community agencies, clients and public. Must have thorough knowledge of computer systems. Thorough knowledge of building construction materials, methods and practices; thorough knowledge of the housing code; general knowledge of electrical wiring, mechanical and plumbing systems; ability to inspect structures in a thorough and efficient manner; ability to prepare accurate and informative reports containing findings, conclusions and recommendations, and to establish effective working relationships with fellow employees and the general public.
Education/Experience
Associate’s degree in construction management, planning, business, public administration, or closely related field, or a vocational/technical degree or specialized training equivalent to two years of college education.
Minimum of four (4) years of progressively responsible experience in construction, business management, code enforcement, or closely related field.
Or an equivalent combination of education, training and experience that demonstrates the knowledge, skills, and abilities required for the position will be considered.
Two (2) years of supervisory experience preferred.
Special Certifications and Licenses
Must possess and maintain a valid state driver’s license with an acceptable driving history.
Possession of or obtain Certified Zoning Official Certification issued by North Carolina Association of Zoning Officials within 24 months of hire.
Possession of or obtain North Carolina Association of Housing Code Officials (NCAHCO) certification within two (2) years of hire.
Possession of or obtain National Incident Management System (NIMS) Training: ICS-100, ICS-200 and IS-700 within two (2) years of hire.
Physical Demands The physical requirements of this position include:
Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
The visual acuity requirements include close visual acuity for data preparation, reading, and inspection; depth perception and color vision as applicable.
Environmental conditions: exposure to extreme temperatures, noise, hazards, fumes, dusts, gases, poor ventilation, and potentially confined spaces.
Drug screening, criminal background, and reference checks are required.
