GENERAL RESPONSIBILITIES

Assists in providing overall strategic and operational direction for behavioral health programs throughout the organization. Responsible for administration and coordination of Terry Reilly behavioral health activities. ESSENTIAL DUTIES

In collaboration with Behavioral Health leadership; defines and communicates the long-term vision of the Terry Reilly behavioral health program. Provides direct supervision and evaluation of the appropriate behavioral health staff including both leadership and individual contributors. Assists with development, implementation and monitoring of behavioral health policies and procedures at Terry Reilly behavioral health sites. Monitors compliance and effectiveness of existing policies and procedures and implements corrective actions as needed. Engages with external community stakeholders and resources to develop and enhance best practices for the department. Facilitates development and implementation of appropriate program evaluations of client and system outcomes (qualitative and quantitative) to improve program quality. Supervises the preparation of statistical reports evaluating and summarizing services and utilization data, such as, types of clients, treatment terminations, and treatment effectiveness. Ensures data collection methods remain accurate, up-to-date and fully utilized by staff. Monitors and implements quality assurance reviews for: (a) Medicaid treatment plans, (b) program treatment effectiveness, (c) grant progress reports and site reviews, (d) patient satisfaction. Works with other corporate leadership to ensure compliance with rules and accreditation standards for behavioral health care oversight. Such compliance includes, but is not limited to: (a) privileging and credentialing (b) assures all patients/clients have individualized treatment plans and plans are followed/documented, (c) treatment is rendered following evidence-based standards of care. Develops and maintains contracts and appropriate linkage agreements for behavioral health services. Fosters and maintains strong communication linkages between geographically separated work sites. Leads efforts to maximize appropriate opportunities for reimbursement of behavioral health services. Seeks out and pursues new options, strategies and grant proposals for future funding. Assesses new trends and emerging needs in the community and develops cost effective new programs to meet community demand for behavioral health services. Assures appropriate financial management of behavioral health budget in coordination with appropriate internal stakeholders. Maintains sufficient revenue flow to meet all program expenses. Responsible for behavioral health program budgets and periodic budget revisions. Leads behavioral health clinical staff recruitment and retention planning and implementation. Seeks out ways to maximize staff productivity and longevity. Addresses situations that might contribute to staff burnout where possible. Assesses staff training and development needs to ensure that education monies are utilized in accordance with Terry Reilly policies. Provides on-site staff training opportunities related to behavioral health technology and therapeutic effectiveness whenever possible. Provides knowledgeable consultation and advice to professional staff regarding behavioral health. Participates as a member of the Terry Reilly committees, as appropriate. Assures that all Behavioral Health facilities and procedures follow Terry Reilly safety plans, policies, and procedures. Assures appropriate public relations materials and patient/client education materials related to behavioral health services/programs are developed and distributed. MINIMUM QUALIFICATIONS

Successful clearance of Department of Health and Welfare Criminal Background Check. Minimum Master\'s degree and state licensure in counseling, psychology, social work, or related field. Approved supervisor with the State of Idaho Counseling or Social Work Board, or ability to obtain within 1 year of employment Four years clinical work experience in the mental health field. Three years of administrative and supervisory experience with behavioral health staff. Excellent written and verbal communication skills, including proven experience with technical writing and public speaking. Demonstrated organizational, management, and human relations skills with a style that reflects maturity, leadership, sensitivity, flexibility, and teamwork. Ability to exercise balanced judgment in evaluating situations and making decisions, and to handle difficult or confrontational situations in a calm, consistent, and equitable manner. Ability to manage department budget, engage in program development and quality assurance evaluation. Electronic Health Record (EHR) experience. Support organizational sustainability by contributing to grant writing efforts, including identifying funding opportunities, providing programmatic input for proposals, and assisting with reporting and compliance requirements. PREFERRED QUALIFICATIONS

Five years of experience working in and supervising behavioral health clinical staff.
