The New Mexico Department of Public Safety (DPS), Administrative Services Division (ASD) is seeking a committed and driven individual to serve in the Finance Bureau as a Special Contracts Coordinator. ASD is dedicated to supporting the agencies vision of providing the highest quality of public safety services for the state of New Mexico and its mission to protect human life and property through the detection and prevention of criminal activity and enforcement of state laws.

Why does the job exist?
This position exists to ensure the agency's procurement activities are carried out efficiently, consistently, and in full compliance with the New Mexico Procurement Code and applicable state and federal regulations. By assisting staff with the proper execution of purchase orders and serving as a centralized point of procurement expertise, the Purchasing Agent helps prevent delays, errors, and noncompliance that could disrupt agency operations or result in financial risk. The position supports responsible stewardship of public funds by promoting cost-effective purchasing decisions, providing training and guidance to staff, and ensuring procurement processes are standardized, transparent, and well-documented across the agency.
How does it get done?
This position is responsible for supporting agency staff in identifying procurement needs and guiding them through the preparation and execution of purchase orders. This position determines the most appropriate sources for goods and services by evaluating cost, quality, delivery timelines, and compliance with the New Mexico Procurement Code. The Purchasing Agent is responsible for the centralized procurement of goods and services for the agency, provides training and technical assistance to staff on purchasing procedures, and reviews accounting reports, contracts, and agreements to ensure compliance with applicable state and federal regulations.
Who are the customers?
Customers include department staff; external vendors/customers/stakeholders; the Department of Finance Administration.
Ideal Candidate
1 - Experience with procurement methods and/or contractual agreements 2 - Excellent organizational skills with the ability to manage multiple procurements, deadlines, and priorities simultaneously 3 - Attention to detail and ability to review purchase orders, contracts, and accounting documentation for accuracy and regulatory compliance 4 - Strong and effective communication skills, both verbal and written 5 - Strong problem-solving skills and the ability to interpret and apply policies, rules, and regulations consistently 6 - Knowledge with the NM State Procurement Code, Account and Reporting System (SHARE) 7 - Experience recommending policy and procedure changes to improve program outcomes 8 - Experience developing and delivering of guidance/training/education for varied audiences
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.
The selected candidate will work with highly confidential and high-volume data flow must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as, handle multiple tasks and request from several people at once.
Working Conditions
Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines. Must be able to lift and carry up to 25 pounds.
