
Overview
The Proposal Manager is responsible for leading the development and management of compelling and compliant proposals. The Proposal Manager leads the entire proposal lifecycle from opportunity identification through final submission while ensuring all deliverables meet quality standards and deadlines. Responsibilities
Manage the end-to-end proposal development process from opportunity identification through contract award for RFPs, RFQs, IFBs, and other competitive opportunities. Manage a portfolio of concurrent proposals with often competing deadlines. Develop proposal strategies and win themes in collaboration with business development and technical teams. Facilitate proposal kickoff meetings and regular status reviews. Create and maintain proposal schedules, ensuring all milestones and deadlines are met. Coordinate cross-functional teams including subject matter experts, technical writers, graphic designers, and joint venture (JV) partners. Manage communications and collaboration with JV team members to ensure seamless proposal development and alignment across partner organizations. Write and edit executive summaries, management volumes, resumes, and project descriptions. Develop clear, persuasive narratives that highlight company strengths and differentiate solutions from competitors. Ensure all proposal sections align with overall win themes and messaging strategy. Create compliance matrices and conduct compliance reviews to verify all requirements are addressed and properly documented. Lead proposal review meetings for proposal efforts, including color team reviews (Pink, Red, Green, Gold) and facilitate feedback incorporation from multiple stakeholders. Conduct thorough compliance reviews and quality checks before final submission. Lead proposal production by applying corporate branding standards, formatting documents, and preparing final submission packages. Manage proposal documentation by maintaining version control, tracking changes, organizing supporting documents, and ensuring all materials are properly archived. Support post-submission activities by organizing debrief sessions, tracking proposal outcomes, and documenting lessons learned for process improvement. Data/Administrative Support and Research
Maintain proposal databases and libraries by organizing templates, boilerplate content, past performance examples, and other reusable materials to improve efficiency and consistency. Develop and maintain proposal templates, processes, and best practices. Maintain the CRM by updating opportunity records, proposal status, and outcome data to support business development reporting and analysis. Conduct market research and competitive analysis to support proposal positioning and strategy development. Prepare briefing presentations to support proposal positioning and strategy development. Marketing Support
Lead the development of capability briefings, capability statements, and presentation materials. Assist with content for marketing collateral, internal website, and corporate website. Respond to internal requests for marketing information. Requirements
Minimum Qualifications
One of the following education/experience combinations: Associate's degree with 6+ years of proposal management experience in a fast-paced environment, OR Bachelor's degree with 4+ years of proposal management experience in a fast-paced environment Experience working on proposals with joint venture (JV) partners and managing JV team communications. Experience supporting multiple business verticals or practice areas. Proven track record of managing multiple concurrent proposals with varying deadlines and complexity levels. Strong understanding of government contracting processes Strong research and analytical skills with the ability to synthesize information from multiple sources Experience developing market research responses and capability briefing slides Excellent written and verbal communication skills, with excellent grammar and proofreading abilities, and attention to detail. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and Adobe Acrobat Proficiency in CRM systems Proficiency in effectively prompting Artificial Intelligence (AI) tools for drafting and editing. Experience with federal proposal processes and requirements Ability to work both independently and collaboratively in a fast-paced environment Strong organizational and time management skills Preferred Qualifications

Compensation Range:
