Description
NC FAST/HSBIA requires the services of a Readiness Liaison to support change management and readiness for implementation of Child Welfare (CWS) modules. Extensive statewide travel up to 90% of the time is required, and travel may include some evenings and weekend days.
The NC Department of Health and Human Services seeks contract resources to prepare and provide support for County Child Welfare staff during the implementation of the statewide Child Welfare Information system (CWIS). This is NOT a Desktop Support or Help Desk support position. The County Liaison acts as an integral part of Readiness and Implementation Support initiatives. Working closely with the Readiness Lead, this position will facilitate meetings, conferences, and other activities to advocate for, as well as foster and maintain effective communication with state and county staff regarding CWIS concerns impacting or related to Child Welfare. This role may coordinate with other CWIS business, policy, and project team members to troubleshoot, replicate, and report errors and/or unexpected outcomes within the CWIS and/or escalate to management as they arise. This position uses policy subject matter expertise regarding NC Child Welfare, knowledge of CWIS/NC FAST functionality, as well as understanding of how counties provide delivery of services to guide new users as they navigate and submit data into the new system. Significant travel throughout the state is required.
Travel expenses are reimbursed using the state’s protocol for submitting expenses after travel. The contractor will, at the direction of management, either ride with an employee driving a state vehicle or drive their personal vehicle and be reimbursed mileage after travel. Per diem is paid directly to the contractor and most hotel expenses are direct billed through the state.
Responsibilities
Facilitate meetings, conferences, and other activities to advocate for CWIS readiness and implementation among state and county staff.
Coordinate with CWIS business, policy, and project teams to troubleshoot, replicate, and report errors or unexpected outcomes; escalate to management as needed.
Provide guidance to new users on navigating and submitting data into CWIS; apply policy expertise in NC Child Welfare and CWIS/NC FAST functionality.
Support change management and readiness activities in alignment with Readiness Lead and implementation schedules.
Minimum Requirements
Excellent written and verbal communication skills.
Change management experience.
Microsoft Office Suite experience (PowerPoint, Excel, Outlook, etc.).
Preferred Skills
Knowledge of NC Child Welfare policy.
Experience with SharePoint and JIRA.
Compensation & Travel Travel expenses are reimbursed using the state’s protocol for submitting expenses after travel. Required/Desired Skills & Experience
Demonstrated working knowledge base of technical requirements, program requirements, and business needs in county departments of social services (3 Years).
Demonstrated ability to interpret rules, procedures and policies with emphasis on NC Child Welfare programs (3 Years).
Ability to collect, review, and interpret data to meet stakeholder and agency objectives (3 Years).
Significant proficiency in NC FAST navigation, application development, and capacity for system analysis to support user enrichment and strategic plans (3 Years) – Desired.
Analytical thinking and problem-solving abilities (3 Years).
Ability to plan and organize large volumes of work in a detailed, results-driven manner (3 Years).
Demonstrated relationship-building and retention skills with internal and external partners (3 Years).
