About ECMC The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado0s natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The Planning and Permitting (P&P) Unit reviews permit applications for construction of oil and gas locations and wells, and for emerging energy technologies such as Carbon Capture and Sequestration (CCS), Class VI wells, deep geothermal wells, and underground natural gas storage. The Permit/Completions team reviews mineral development and other energy technologies from a downhole perspective to ensure protection of correlative rights and proper completion of wellbores, in accordance with ECMC Rules and related statutes.
Position Summary This posting is open to Colorado residents. The position will serve as the subject matter expert (SME) for the Planning & Permitting Unit on hearing applications. The role includes supporting the LAS and Permitting groups, coordinating with the Hearings Unit on technical and scientific information, and communicating with Engineering, Environmental, Compliance Units, and applicants on technical issues related to hearing applications.
Specific Responsibilities
The Senior Permitter provides final Staff Authority review of OGDP hearing applications, applying knowledge of environmental protection and surface/subsurface permitting.
Identify and communicate application deficiencies to the applicant via the eFilings system and coordinate corrections with the Location Specialist.
Determine whether hearing applications meet ECMC rules related to surface permitting and demonstrate protection of public health, safety, welfare, environment, and wildlife resources.
Make determinations on rule interpretation for hearing applications and coordinate with the AAG when needed; serve as the main contact between Permitting and the AAG2;s office.
Coordinate regular and collaborative communication among the Hearings, Engineering, and Planning & Permitting Units to schedule OGDP hearings based on complexity and required technical review time.
Identify opportunities for internal and external process improvements related to enforcement, hearing applications, Forms 2, 4, 5, 5A, 6, 10, CAPs, and other Permitting workloads.
Lead training for new or contract hires to ensure consistency in work product and internal processes.

Minimum Qualifications Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position.
OR
Education and Experience:
A combination of related education and/or relevant experience equal to eight (8) years.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications
Current or former State experience relevant to this position
Excellent written and verbal communication skills
Familiarity with Colorado oil and gas rules and regulations
Strong PC skills using MS Office and Google applications
Ability to research, analyze, and interpret law and policy relevant to state and federal standards
Technical background in the oil and gas industry to understand scientific concepts
Experience with oil and gas pooling and spacing issues, leasing, or surface use agreements
Analytical and organizational skills; ability to operate in a politically sensitive environment
Reading, writing, and interpreting legal documents
Experience working with the general public, professionals, consultants, and staff with sensitivity to needs and priorities
Work Arrangement Hybrid: Work from a home office with occasional travel to the Denver office as directed by the supervisor.
Conditions of Employment
Colorado residency is required at the time of application.
Remote/Hybrid position; may need to report to the office at 1120 Lincoln Street, Suite 801, Denver, CO for meetings, training, and projects.
Former state employees must have concluded employment in good standing to be eligible for rehire.

Must possess and maintain a valid Colorado driver2;s license if operating a State vehicle.
