Overview

The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare. The Planning and Permitting (P&P) Unit reviews permit applications for construction of oil and gas locations and wells, emerging energy technologies, and related reports to ensure compliance with ECMC Rules, the Oil & Gas Conservation Act, and related laws. This position will serve as the subject matter expert (SME) for hearing applications within the Planning & Permitting Unit and will support related groups and communication with other units and applicants on technical issues.

Specific job duties include but are not limited to: The Senior Permitter will use knowledge of environmental protection and surface/subsurface permitting to provide a final Staff Authority review of OGDP hearing applications. Communicate any application deficiencies to the applicant via the eFilings system and coordinate related corrections with the Location Specialist. Determine if the hearing application meets ECMC rules related to surface permitting and provides sufficient information to indicate the OGDP will protect public health, safety, welfare, the environment, and wildlife resources. Have authority to interpret rules for the Permitting group and decide when an interpretation requires the assistance of an AAG; act as the primary contact between the Permitting group and the AAG's office. Maintain regular collaboration between the Hearings Unit, the Engineering Unit, and the Planning & Permitting Unit to schedule OGDP hearings based on complexity and required technical review time. Identify opportunities for internal and external process improvements related to enforcement, hearing applications, Forms 2, 4, 5, 5A, 6, and 10, CAPs, and other Permitting workloads or deliverables. Lead training for new or contract hires to ensure consistency in work product and internal processes.

This posting is open to Colorado residents at the time of submitting the application. Minimum Qualifications Experience Only: Eight (8) years of relevant experience in a related occupation. OR Education and Experience: A combination of related education and/or relevant experience equal to eight (8) years. Substitutions: Additional appropriate education may substitute for the required experience on a year-for-year basis. The required experience must be substantiated within the work experience section of the application; resumes will not be reviewed for this determination. Part-time work will be prorated. Preferred Qualifications Current or former State experience relevant to this position Excellent written and verbal communication skills Familiarity with Colorado oil and gas rules and regulations Strong MS Office and Google applications skills Ability to research, analyze, and interpret laws, constitutions, statutes, rules, and precedents related to policy questions Technical background in the oil and gas industry to understand scientific concepts Experience with oil and gas pooling and spacing issues, leasing, surface use agreements, or similar landman duties Excellent analytical and organizational skills; able to operate in a politically sensitive environment Ability to read, write, and interpret legal documents Experience working with the general public, consultants, and staff with sensitivity to needs and priorities

The current work arrangement for this position is hybrid: work from home with occasional travel to the Denver office as directed by the supervisor.

Conditions of Employment

Colorado residency is required at the time of application. This is a remote/hybrid position; the candidate must be willing and able to report to the Denver office or other locations for meetings, training, and projects as directed. Former state employees must have concluded employment in good standing to be eligible for rehire. You must be legally eligible to work in the United States; DNR does not sponsor non-residents. Must possess and maintain a valid Colorado driver's license if operating a state vehicle.
