About Colorado Energy & Carbon Management Commission (ECMC): The ECMC regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC’s mission is to do so in a way that protects the environment, public health, safety, and welfare. The Planning and Permitting Unit reviews permit applications for oil and gas locations and wells, including emerging energy technologies such as Carbon Capture and Sequestration and other related activities. The Permit/Completions team reviews mineral development and other energy technologies from a downhole perspective to ensure compliance with ECMC Rules, Regulations, Policies, and industry standards.

Responsibilities This position will be the authority for Planning & Permitting Unit subject matter expert (SME) on hearing applications, and will review and/or oversee the review of all hearing applications. The position will support the LAS and Permitting groups in the review of hearing applications, coordinate with the Hearings Unit on technical and scientific information, and communicate with Engineering, Environmental, or Compliance Units staff and the applicant on technical issues related to a hearing application.
The Senior Permitter will use their knowledge of environmental protection and surface/subsurface permitting to provide a final Staff Authority review of OGDP hearing applications.
This position will communicate any application deficiencies to the applicant via the eFilings system, and will coordinate corrections with the Location Specialist.
This position will determine if the hearing application meets ECMC rules related to surface permitting and provides sufficient information to protect public health, safety, welfare, the environment, and wildlife resources.
The Senior Permitter will determine how the Permitting group should interpret rules for a given hearing application and may involve an Attorney General’s Office when interpretation requires assistance; acts as the point of contact between the Permitting group and the AAG’s office.
This position will maintain regular and collaborative communication between the Hearings Unit, the Engineering Unit, and the Planning & Permitting Unit to schedule OGDP hearings based on complexity and required technical review time.
This position will seek opportunities for internal and external process improvements related to enforcement, hearing applications, Forms 2, 4, 5, 5A, 6, and 10, CAPs, and other Permitting workloads or deliverables.
This position will take a lead in training new or contract hires to ensure consistency in work product and knowledge of internal processes.

Minimum Qualifications Experience Only: Eight (8) years of relevant experience in an occupation related to the work assigned to this position.
OR
Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.
Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications
Current or former State experience relevant to this position
Excellent written and verbal communication skills
Familiarity with Colorado oil and gas rules and regulations
Excellent PC skills using MS Office and Google applications
Ability to research, analyze, and interpret relevant laws, rules, and precedents to determine policy implications
Technical background in the oil and gas industry to understand scientific concepts
Experience with oil and gas pooling and spacing issues, leasing, surface use agreements, or related duties
Analytical and organizational skills with ability to operate in a politically sensitive environment
Knowledge and experience reading, writing, and interpreting legal documents
Experience working with the general public, professionals, consultants, and staff with customer focus
The current work arrangement for this position is as follows: Hybrid: work from a home office with occasional travel to the main Denver office as directed by supervisor.

This is a Remote/Hybrid position; work is primarily from a home office, but the candidate must be willing to report to the office at 1120 Lincoln Street, Suite 801, Denver, CO or other locations for meetings, training, and projects as directed.
