Work Location: Los Angeles, California or Dallas, Texas (Must be proficient in the labor laws of the respective state.)

Responsibilities

1. End-to-End U.S. Recruitment & Talent Strategy:

Independently lead full-cycle recruitment for all U.S.-based roles (including corporate functions, warehouse/logistics, and retail sales). Develop and execute localized recruitment strategies. Build and maintain diverse talent pipelines to efficiently meet hiring goals and support rapid business growth.

2. Comprehensive HR Operations & Compliance:

Own the complete U.S. employee lifecycle (onboarding, probation, transfers, offboarding), ensuring 100% compliance with complex federal and state-specific (CA/TX) labor laws.

Independently manage payroll, benefits administration, time & attendance, employee records, and HRIS, ensuring data accuracy and confidentiality.

Lead the development, implementation, and regular auditing of local compliance programs to mitigate employment risks and address employee relations matters.

3. HR Business Partnership & Strategic Support:

Embed within business units as a trusted HR advisor to diagnose organizational and talent challenges, providing practical and effective HR solutions.

Partner with U.S. leadership on team building, performance management, and talent development initiatives to enhance organizational effectiveness.

4. Cross-Cultural Collaboration & Process Optimization:

Serve as the primary HR liaison between the U.S. and China Headquarters, ensuring seamless alignment and accurate reporting of policies, processes, and data.

Optimize local HR workflows to effectively implement headquarters directives while ensuring full compliance with U.S. legal and cultural norms.

Qualifications

1. Bachelor's degree or higher in Human Resources, Business Administration, or a related field.

2. Mandatory Bilingual Proficiency: Excellent verbal and written communication skills in both English and Mandarin Chinese, capable of serving as an effective bridge between U.S. and China teams.

3. Minimum 5 years of broad HR experience, with at least 3 years of hands‑on, full-cycle HR generalist experience in the U.S., including in-depth knowledge of U.S. employment law and practices.

4. Deep, subject‑matter expertise in California or Texas labor law (dependent on role location), with a proven track record of independently resolving complex compliance issues.

5. Substantial recruitment experience, including building recruitment functions from the ground up or managing high‑volume hiring across multiple locations and job types (particularly in mixed blue‑collar/white‑collar environments).

6. Prior industry experience in e‑commerce, retail, manufacturing, or related sectors with warehouse/logistics operations is highly preferred.

7. Strong multitasking ability, high sense of responsibility, and capability to work autonomously in a fast‑paced cross‑border e‑commerce setting.

8. Exceptional cross‑cultural sensitivity and communication skills, with a demonstrated ability to drive projects and collaborate effectively in a multinational context.
