Description This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work This position serves as the Employee Relations Officer in the Office of Human Resources and Workforce Development. The incumbent will represent MDTA management in employee grievance and appeal hearings at the Office of Administrative Hearings (OAH) and Unemployment Insurance (UI) hearings. This work requires a strong analytical mindset, excellent research and writing skills, and ability to present cases in a legal setting.

Duties

Interpret and apply employment laws, regulations, policies, Standard Operating Procedures (SOPs), directives, union memorandums of understanding (MOU), etc.;

Perform extensive research on behavior, performance, and conduct issues in the workplace to determine the most appropriate course of action;

Prepare detailed documents for disciplinary and/or corrective actions, up to and including terminations;

Provide guidance to employees and management on employee relations, performance management, and policy compliance;

Provide training on various employee relations topics; and

Review and track a wide variety of employment actions in multiple systems and databases.

The employee in this position will report directly to the Employee Relations Unit Manager.

The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six years of experience in administrative staff or professional work. Three (3) years of direct, professional employee relations experience, including conducting workplace investigations; preparing and administering disciplinary or corrective actions; or preparing and presenting cases on behalf of management in formal hearings (e.g. grievance, appeal, or similar proceeding).

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). Notes

Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
