is seeking a highly capable
Financial Management Analyst (FMA)
with an active Top Secret (TS) clearance to support mission-critical requirements associated with ongoing and future construction activities at protected sites throughout the National Capital Region (NCR). This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. In this role, the FMA provides day-to-day financial planning, execution tracking, and cost analysis support, ensuring that funding decisions, obligations, and expenditures remain aligned with project schedules, compliance requirements, and mission priorities.
Duties and Responsibilities
Monitor and report status of financial management activities such as budget planning, formulation and execution. Responsible for the processing of funding allocations and funds control management.
Analyze data to keep abreast of program compliance and performance operations.
Provide advice in analyzing ongoing and future program funding needs, and guidance on financial issues.
Assist with development of annual and multi-year budgets.
Analyze trends, cost drivers and resource requirements to support data-driven decision making.
Proficient in federal government program and budget formation and execution, appropriation law and financial management regulations.
Assist in developing statements of work (SOWs), cost estimates, facility technical proposals, Gantt charts, or integrated master schedules for various facility and other projects.
Analyze project financial data to ensure compliance with documented directives, instructions, policies and procedures.
Assists with financial audits, reviews, and assessments.
Ensures project documentation is accurate and complete to support financial reporting.
Proficient in MS Office (Word, Excel, PowerPoint, Access, and Outlook) and MS Project.
Required Qualifications
Bachelor’s Degree and 4-11 total years of experience.
Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
4+ years of federal government program and budget formation and execution, appropriation law and financial management regulations.
Demonstrated ability to translate strategy into actionable plans and measurable outcomes.
Strong analytical skills with experience using data and metrics to drive continuous improvement.
Exceptional communication, storytelling and influencing skills.
Experience building dashboards, frameworks, or operating systems that improve visibility and decision-making.
Familiarity with Jira, Confluence, and other project management tools.
Experience working in federal government contracting environment and strong understanding of federal regulations (including FAR, DFARS, etc).
Other Qualifications
U.S. Citizenship is required.
Must have an active Top Secret clearance.
