- Develop, draft, and negotiate contractual documents including RFIs, RFAs, RFPs, RQAs, MOUs, MOAs, personal service agreements, sole source contracts, data sharing agreements and contract amendments.
- Analyze the procurement and contracting laws, rules, regulations, and requirements of the State of North Carolina and NC Medicaid program to ensure compliance.
- Lead and support evaluation committees for competitive solicitations.
- Analyze contract requirements and scope of services to determine deliverables, performance standards, and evaluation criteria.
- Develop, track and maintain actionable procurement timelines throughout each phase of the contracting lifecycle.
- Ensure contract review, approval, and execution are in accordance with DHB Alternative Procedures, as authorized in N.C.G.S. 143B-216.80(b)(4).
- Respond to Public Record in accordance with North Carolina law.
- Prepare, organize, and maintain contract records and files documenting contract performance and compliance.
