Description

Responsibilities Execute the vision and mission of the Special Services Department by exemplifying the core values of: Achievement, Service, Integrity, Team-unity. Provide leadership, supervision, and support to assigned special education staff as it relates to all instructional services and programs that are available districtwide to students with disabilities as required under the Individuals with Disabilities Education Act.

The Director will oversee logistics, training, support and services that promote the effective implementation of student Individualized Education Programs (IEP) district-wide; improve processes and efficiencies to enhance the educational experience for students receiving special education services.

The Director of Student Support Services is responsible for delivering strategic leadership, guidance, and oversight in the implementation of student support services across the district. This role involves managing five regional service teams to provide comprehensive support to schools and campus administrators, ensuring that all students have the necessary resources to achieve academic success.

Provide guidance, leadership, and oversight of all state/federal compliance and instructional requirements of such efforts. Administer a seamless system of guidelines, processes, and procedures necessary for these services and supports for students and staff districtwide. Ensuring all state/federal compliance requirements of such efforts are met throughout the process and align with the district’s vision and mission.

Establish collaborative structures in partnership with Academics, School Leadership and campus administration in order to ensure there are no barriers to students’ access to services and supports.

The Director advises and supports the Executive Director, Assistant Superintendent of Special Services and other upper leadership on key issues related to critical cases, campus needs/requirements, and student supports necessary to provide best-in-class special education services to students in all campuses.

Direct and administer the district’s special education program to ensure the delivery of needed services for students with special needs.

Advises and supports School Leadership Executive Directors, Special Services Executive Directors, the Assistant Superintendent of Special Services, and other upper leadership on key issues related to instructional programing, critical cases, campus needs/requirements, and student supports necessary to provide best-in-class special education services to students in all campuses assigned.

Provide leadership and oversight in developing a collaborative culture of excellence within the Special Services Department.

Provide leadership and oversight to ensure implementation and compliance of policies established by Federal and State law, State Board of Education rules, and local Board policy in the area of special education.

Facilitates school and district planning sessions as requested (e.g. site improvement plans, strategic planning, goal setting, etc.) for the purpose of meeting district objectives and ensuring the availability of professional development programs.

Ensure management reporting and research framework, using evaluative findings to enhance the special education programs effectiveness and efficiency.

Provide leadership in planning and implementing curriculum and instructional improvements for students with disabilities that yield improved student performance.

Provide leadership and oversight in building district and campus capacity in acquiring, analyzing, and reporting data pertaining to students with disabilities.

Provide campus administration with guidance and direction regarding services and supports for students with special needs and their families.

Directly manage the regional service teams assigned to support schools districtwide.

Oversee the monitoring and tracking of data to ensure compliance of PEIMS, and other accountability measures.

Allocate campus and central staff to maintain appropriate staffing levels and ensure the provision of needed support and services for students with disabilities.

Provide instructional resources and materials to support departmental staff in meeting district and departmental goals.

Provide fast, friendly, flexible and focused customer service as well as effective communication (oral and written) for all staff, campuses and stakeholders.

Identify problems, develop solutions and make adjustments as needed to ensure the consistent implementation of supports and auxiliary services.

Develop original, written documents to effectively communicate guidance and processes to campuses, central staff and stakeholders.

Ensure the provision of professional development opportunities to support special education staff in the instruction of students with disabilities.

Promote positive community relations through effective communication and involvement of parents and community.

Stay abreast of current topics, trends, and best practices in the area of special education through a variety of professional opportunities.

Perform all other tasks and duties as assigned.

Qualifications Master's Degree required from an accredited university in educational administration, special education, or other areas related to responsibilities (U.S.A. equivalency); Minimum 5 years leadership experience managing a large organization or department.

Extensive knowledge and experience with the education of student receiving special education services, human development, and learning theories.

Experience working with children and youth in a special education setting; experience in an urban school setting and/or in a multicultural education environment preferred.

Comprehensive and proficiency in theories and principles of learning and evaluation; knowledge of special education principles, theories, and laws.

Demonstrate ability to resolve logistical and operational problems related to special education service delivery. Demonstrate knowledge of state and federal special education law.

Demonstrate knowledge of special education programs. Effective oral and written communication skills.

Strong interpersonal skills, strong work ethic, and collaborative work style.

Experience and knowledge of instructional materials and delivery, classroom management and skill in effectively managing student behavior.

Skill in modifying instruction for various student needs.

Knowledge of state and federal special education law.

Knowledge of special education information systems and efficient work processes.

Strong organizational, communication, and interpersonal skills required to achieve the goals of the position.

Ability to supervise and evaluate the work of others and the ability to utilize performance accountability measures.

Ability to manage multiple projects and budgets.
