The Work Unit

This work unit exists to implement the Emission Reduction Credit (ERC) program. The program provides necessary planning and coordination of the creation and tracking of ERCs required for use by companies in certain major source permit applications. The unit reviews applications for ERCs and determines if credits are attainable by the applicant. It works with the permitting groups to develop language for air permits as it relates to required enforceable language needed for the creation of ERCs, and it also works with the enforcement units to coordinate verification to ensure compliance with the emission reductions and permits associated with ERCs. The unit develops and implements internal workflows across different units, maintains a registry of ERCs created and used, and develops standard operating procedures for creating, transferring, and using credits. It conducts research on other states’ programs and their implementation as well as research on EPA guidance on ERCs. What You Will Be Doing

The purpose of this position is to conduct science‑based reviews of applications for ERC using mathematics, chemistry, physics, and engineering sciences in conjunction with the applicable federal and state regulatory framework and internal APCD policies. You will carry out established work processes and operations by applying and following ERC review procedures, guidance, policies and regulations. You will conduct and review science‑based estimates of emissions of air pollutants and determine if the proposed emission reductions have been appropriately calculated, meet all the regulatory requirements, and are therefore creditable. You will also review and approve applications for the use of ERCs as offsets for Nonattainment New Source Review. In conducting these reviews and making these determinations, you routinely interact with permit engineers, Compliance & Enforcement Program staff, and State Implementation Plan (SIP) Unit staff to discuss and coordinate the approval of emission factors, methods for estimating emissions, effectiveness of air pollution control equipment and/or control measures, and appropriate enforcement mechanisms. You also routinely interact with industry representatives applying for ERC certification and/or ERC transaction approvals, and provide information and assistance to them and/or to the general public in regard to interpreting and understanding applicable regulations and the ERC process. This position is a first‑working‑level program specialist and consequently it is expected that work will be assigned and checked by more experienced staff or the supervisor. Job Duties

Conducts analysis of emissions calculations submitted with applications for ERC certification and use.

With guidance from the supervisor and/or other experienced staff, you will analyze emissions calculations submitted with the ERC applications to determine if they are correct and if the emission factors used and technical assumptions made are scientifically sound, are applicable to the type of facility involved in the ERC application, and follow methodologies accepted by EPA and the APCD. When conducting these analyses, you will research and collect data related to different industrial processes and emission control technologies, identify emission points, and apply principles of mathematics, physics, chemistry and environmental science to reach conclusions and make decisions as to whether the proposed emission reductions have been properly calculated and are creditable according to the criteria in existing state and federal regulations and APCD policies. You will also use all those mathematical and scientific principles along with the collected data, to calculate the amount of credits to be issued based on the approved emission reductions. Use the Emissions Credit Trading/Minor Source Offsets Unit database for storing and tracking Emission Reduction Credits and to generate reports with ERC statistics.

Under guidance from the unit supervisor, you will use and maintain the Emissions Credit Trading/Minor Source Offsets Unit database for the tracking of ERCs certificates and their use. You will assist the unit supervisor in identifying potential areas of improvement for the database and in documenting and executing those improvement projects. You will work with OIT’s programmers in ERCs database improvement projects. You will generate periodic reports with relevant statistics on ERC certifications and transactions and in general on the work performed by the Emissions Credit Trading/Minor Source Offsets Unit. Provides Technical Support and Develops and Maintains Guidance.

You will provide technical support to the Stationary Sources Program and the public as needed. You will interact with applicants and the general public to provide information and guidance and to clarify official policy and procedures pertaining to the ERC Program. You will also support other division units in their implementation of ERCs or in other areas of air pollution control, conduct research and technical assessments on air quality‑related topics, prepare reports and make recommendations to the unit supervisor. You will identify, develop and implement process improvements for the unit, including revisions of ERC guidance. Participates in training, performance reviews, and timecard entries.

You will participate in professional, position‑related training and development activities including technical training. You will attend performance reviews and staff meetings, complete KRONOS entries, and assist the supervisor in the training and mentoring of less experienced staff. Other Duties As Assigned.

Minimum Qualifications

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only.

Five (5) years of experience in emissions banking and trading, air quality permits, air quality, environmental engineering, environmental consulting, environmental science, or a closely related field as determined by the department. Education and Experience.

A combination of related education and/or relevant experience in emissions banking and trading, air quality permits, air quality, environmental engineering, environmental consulting, environmental science, or a closely related field as determined by the department equal to five (5) years. Preferred Qualifications

Extensive experience developing and/or reviewing complex air quality permits and/or emission reduction credits, highly preferred Researching and interpreting Federal and State air quality regulations Conducting science‑based estimates of emissions of air pollutants Experience with Nonattainment New Source Review (NANSR) Knowledge of the Federal Clean Air Act Strong interpersonal and communication skills Excellent organizational, process improvement, and project management skills Ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity Experience explaining technical processes to non‑technical individuals orally and in writing Managing time and delegating effectively Ability to establish and maintain effective working relationships with all partners Conditions of Employment
