Job Summary The specialist is responsible for managing and producing high-quality proposals, qualifications, and marketing materials in support of business development efforts. This role coordinates closely with project managers, estimators, executives, and marketing staff to ensure proposals are accurate, compliant, compelling, and submitted on time. The ideal candidate is highly organized, detail-oriented, and thrives in a deadline-driven environment. Key Responsibilities Coordinate the end-to-end proposal process for RFQs, RFPs, and bids Review solicitation documents to identify requirements, deadlines, and submission criteria Develop proposal schedules, outlines, and compliance checklists Gather and organize technical content from project teams, estimators, and leadership Write, edit, and format proposal narratives to ensure clarity, consistency, and professionalism Customize resumes, project descriptions, and marketing content for specific pursuits Ensure proposals align with company branding, messaging, and quality standards Manage document control, versioning, and file organization Coordinate internal reviews and incorporate feedback efficiently Prepare final deliverables for electronic and/or hard-copy submission Maintain proposal databases, resumes, project sheets, and other marketing assets Track proposal activity and assist with win/loss analysis as needed Required Qualifications Bachelor’s degree in Marketing, Communications, Construction Management, Business, or related field (or equivalent experience) Proficiency in Microsoft Office (Word, Excel, PowerPoint); Adobe InDesign experience preferred Excellent organizational and time-management skills Ability to manage multiple proposals simultaneously under tight deadlines Strong attention to detail and commitment to accuracy Effective communication and interpersonal skills Preferred Qualifications Experience responding to public sector RFPs/RFQs Familiarity with construction delivery methods (Design-Bid-Build, Design-Build, CM at Risk, etc.) Knowledge of proposal management tools or CRM systems Graphic layout or visual storytelling experience
