Why does the job exist?

Under minimal supervision, this role performs the most advanced project analytical work related to large and/or complex information systems and business processes. The successful candidate will translate business needs into requirements, performance measures, and improved processes. The Senior IT Business Analyst will participate in the system design process as a business expert, know and apply business analytics tools and methodologies, and tailor these to specific projects and environments, including testing, developing test scripts, conducting tests, and managing requirements and testing for reports, including state, federal, and local dashboard reporting. Support the user acceptance testing of requirements to deliver on requirements to support business needs across varying projects, including writing, validating, and executing functional and business scenario test cases. Conduct end to end testing and post deployment maintenance and enhancements in alignment with project and agency needs.

How does it get done?

Leads the analysis and documentation of processes and systems to identify opportunities for improvement; may develop instructional materials, training, and job aids. Leads the analysis of user needs and the design and implementation of new or modified management information systems, such as use case analysis. Participates in designing reporting systems, forms, and related business tools as a business expert. Leads and facilitates problem-solving; defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending the best solution based on data-driven analysis. Develops quality documentation such as requirement specifications, user guides, presentation materials, correspondence, and use cases. Applies good judgment to appropriately escalating concerns or issues to more senior staff. Strong written and oral communication skills; proven presentation experience and comfort with senior management audiences and effective facilitation skills with diverse groups. Ability to prioritize workload and work with minimal supervision. Contributes to continuous quality improvement of internal systems and solution delivery processes. Identifies, adapts, and implements the appropriate methodology and tools for specific projects and situations to deliver consistent, effective, and quality business analysis.

This position supports the ITD division and other divisions within the Children Youth & Families Department

Ideal Candidate

Certified as a Business Analyst (PMI-PBA) or equivalent; . Experience working in Social Services related to Child Welfare, Juvenile Justice and/or Medicaid; . Prior experience working in an IT environment or data and applications development domain; . Excellent verbal and written communication skills; . Proficiency in MS Office, including OneNote and Teams; . MS Project and Visio experience is a plus.. Power BI and Data Analytics experience is a plus.. Prior experience in a CCWIS project is a plus..

Minimum Qualification

Bachelor's Degree in any field and four (4) years of experience in information technology or business analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one (1) year of education.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Lifting up to 50 lbs. Travel statewide required
