Salary Range: $58,977.96 - $84,519.00

Hiring Department: Department of Grants and Community Development

Provide staff and service providers with updated grant guidance and regulations

Competitive Compliance and Section 8

Ensure proper record keeping of notices, policy alerts, and guidance

Assist with the development and implementation of programmatic and fiscal policies, guides, and manuals

Provide technical assistance and training on compliance requirements for staff and service providers

Support the development of a programmatic training curriculum for staff and service providers

Compliance Specialist – Inspector

Complete annual HQS, Special inspections, and reinspection for the City’s Mod Rehab units

Communicate changes to regulations, best practices, notices, etc., promptly to management and all impacted parties

Manage the review of Relocation plans and other compliance with the URA process in collaboration with Programs

Provide staff and service providers with updated federal guidance and regulations

Ensure proper record-keeping of federal notices, policy alerts, and guidance

Support the development of a training curriculum for staff and service providers

Research competitive grants for city departments on grant sites such as grants.gov, grantsolutions.com, justgrants.gov, etc.

Maintain metrics of competitive grant applications shared with city departments, applied for, and awarded for quarterly tracking purposes

Provide writing support for departments when requested

Maintain grant portfolio and participate in grant writing for department needs

Assist the section 8 team with writing needs

Assist section 8 by completing EIV and LSO checks

Communicates changes to regulations, best practices, notices, etc., promptly to management and all impacted parties

Schedule and complete annual recertifications for Mod Rehab tenants

Coordinate with property managers to ensure accurate lease end dates

Maintains Mod Rehab wait lists for all properties

Share with tenants opportunities to increase income

Qualifications

A bachelor’s degree in a related field

Relevant work experience with government entitlement programs and mortgage underwriting experience, loan servicing and intake, credit counseling, banking, and federal program management experience

A degree can be substituted with relevant work experience in federal program management, mortgage underwriting experience, loan servicing and intake, credit counseling, banking, and federal program management experience.

Preferred Education & Experience

Master’s degree in a related field

At least three years of direct experience in federal grants management related to HOPWA, HOME, ESG, CDBG, Section 8 Moderate Rehab, underwriting, and fiscal management.
