Qualifications

Master's Degree in early childhood, special education or educational administration/leadership or supervision.

3 plus years of experience in a school leadership position

Evidence of teaching or supervision of early education of students with disabilities or school-age special education programs.

Broad knowledge of state and federal early childhood special education laws, regulations, procedures, and reporting requirements.

Strong leadership and communication skills.

Demonstrate knowledge and ability to provide leadership

Demonstrate the ability to establish and maintain rapport with parents, building administrators, professional colleagues, staff and students

Proven ability to collaborate with multiple stakeholders and work collaboratively in a team environment

Such alternate to the above qualifications as the Superintendent and/or Board of Education may find appropriate

OTES Credentialed Evaluator/Ability to Obtain

Job Goal:

To provide leadership and direction for the Pickerington Preschool Program as operated by the Fairfield County Educational Service Center, and to enable students with special education services to benefit from their educational opportunities to the fullest by eliminating or ameliorating barriers that interfere with student learning. To provide coordination of teaching, staff activities, participation in the selection of staff, implementation of instructional program, and coordination of Special Education policiesand procedures.

Performance Responsibilities

Provides leadership in the development of the county's early childhood special education program; coordinates and supervises related activities and services.

Evaluates existing programs and makes recommendations for improvements plans for staffing projections

Manages, coordinates and oversees the successful participation in Ohio's Program Licensing and Step up to Quality System

Oversees the Help Me Grow transitions

Plans and presents building orientation for new staff and ensures continued assistance during their first year of employment

Assumes responsibility for the support, supervision and evaluation of certified and non-certified special education staff

Coordinates procedures for child identification, referral, evaluations, placement, provision of services, service coordination, and transition.

Stays abreast of all legal requirements governing early childhood special education, keeps staff informed of legal requirements and ensures that all requirements under administrative code, state/federal law and board policy are met.

Recommends policies and programs essential to the needs of children with special needs

Adheres to procedures for identification, evaluation, placement and re-evaluation of students in need of special education and/or related services.

Assumes responsibility for district compliance with regulations regarding early childhood special education programs. Works with the district of residence (DOR) and district of Service (DOS) to plan, develop, and coordinate the county's system of early childhood Special education services.

Supervises and coordinates the activities of the IEP team members and ensures the placement of individual students with special needs in the least restrictive environment.

Supervises and coordinates itinerant services for early childhood special education students.

Maintains a yearly program calendar.

Oversees the coordination, development, and maintenance of student records, required data, documents and reports, and screening evaluations.

Initiates, facilitates, and maintains liaison with community agencies and other resources to meet students' special needs. Refers parent and child to agencies when appropriate.

Interprets and explains the objectives of the county's early childhood special education program to parents, students, staff and the community.

Collaborates with DOR supervisor to plan, coordinate and evaluate the early childhood special services program and to evaluate the performance of special education staff

Participates in the development, tracking, implementation and delivery of in-service and training programs.

Makes budget and staffing recommendations.

Assists in the preparation of the school reports for submission to the state board or district

Support the implementation of the district's continuous improvement plan

Coordinates Early Childhood Services, related services, psychological services and nursing Services

Assists the Executive Director Student Services in monitoring and recommendations for preschool services

Works with transportation supervisor and DOR supervisor to arrange transportation of students with disabilities.

Collaborates with agencies for the provision and expansion of services to children and families.

Administers Fairfield County ESC Policies and administrative regulations and procedures.

Performs other duties as assigned by the superintendent and/or designee.

Occasional exposure to blood, bodily fluids, and tissue.

Occasional interruption of duties by staff and/or telephone.

Occasional interaction with aggressive, disruptive, and unruly children, and may have to assist with behavior modification.

Occasionally required to assist and lift children with mobility and physical needs, and occasionally assist with getting children on and off transportation vehicles.
