Job Description CABINET – ASSISTANT SUPERINTENDENT OF FINANCE (PROFESSIONAL STAFF)
QUALIFICATIONS
Degree in job-related field; Master’s degree preferred.
Administrator Certification as required by the Department of Elementary and Secondary Education or Certified Administrator Finance and Operations (SFO), required.
Five years of recent and relevant school leadership experience within a specialized field with increasing levels of responsibility.
Strong background in finance/business management services.
Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

JOB GOAL:
To assist the Superintendent in planning and managing the financial risks of the district in order to develop, achieve, and maintain the best possible educational programs and services.
ESSENTIAL DUTIES AND RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Responsible for planning, preparation and administration of the district’s budget and recommends it to the Board for approval.
Establishes and maintains efficient procedures and effective controls for all expenditures of school funds in accordance with the adopted budget.
Ensures proper preparation for annual financial audit.
Ensures compliance with any and all financial and contract reporting requirements for private or public funding, licensing, or regulatory agencies.
Assumes responsibility for long-range financial planning for the district, including with regard to physical facilities.
Manages and oversees all district accounting and financial operations.
Keeps informed of and interprets all laws, regulations, statutes, rules, and policies affecting the division.
Monitors current trends and practices in the financial and operational areas.
Attends Board meetings, and attends and presides over such other meetings as the superintendent designates.
Submits to the Superintendent a clear and detailed explanation of any proposed procedure that would involve either departure from established policy or the expenditure of substantial sums.
Supervises all aspects of business operations for the district including, but not limited to budget, payroll, accounting, purchasing and inventory.
Plans and administers an efficient system of recruiting, training, supervising, and evaluating all personnel in the department.
Coordinates and supervises the work of all staff members in the division.
Maintains directly, or through delegation, such personnel records, pupil accounting records, business records, and other records as required by law and Board policy.
Conducts staff meetings as needed to interpret changes in Board policy or administrative rules, to discuss developments, and to evaluate trends in budget, payroll, accounting and purchasing as they pertain to the areas of assigned responsibility.
Maintains contact with outside contractors and/or architects in regard to improvement and renovation work performed as it related to the district.
Oversees management of the district’s benefit plans and funds.
Ensures proper contract management and compliance for the district.
Collaborates with variety of internal and external groups to plan and implement program components and address organizational objectives.
Develops and ensures maintenance of effective internal controls to assure safeguarding of assets and reliability of financial statements.
Develops a variety of documents and presentation materials, independently and/or through delegation to other personnel, (e.g. plans, proposal, policies, budgets, grant opportunities, procedures, forms, etc.) for the purpose of implementing and maintaining services and/or programs.
Presents information at or participates in meetings, community forums, Board meetings, district conferences/workshops, etc., for the purpose of conveying information, gaining feedback, and/or making recommendations regarding district services.
Recommends solutions to a wide variety of complex issues for the purpose of addressing the business and financial needs of the district.
Responds to inquiries from variety of internal and external sources (e.g. BOE, superintendent, administration, staff, students, parents, community leaders, etc.) for the purpose of identifying relevant issues and recommending or implementing action plans.
Serves on district’s collective bargaining teams and directs staff negotiations with professional and support staff.
Prepares and submits reports and other documents as required by the Superintendent and the Board.
Ensures compliance with local, state, and federal budgetary reporting requirements in areas of designated responsibility.
Demonstrates effective human relations and communication skills.
Adheres to good safety practices.
Complies with all district rules, regulations, and policies.
Regular and consistent attendance is an essential function of this position.
Other duties as required or assigned.
PHYSICAL DEMANDS:
The individual who holds this position is regularly required to walk, hear and speak and must have close moderate and distance vision ability. This individual must be able to travel between district facilities. The position requires a moderate amount of travel and physical activity.

The work environment is consistent with typical office/school environment.
