Office of Rural Health Transformation – Bismarck, ND Communications Manager — Drive impactful storytelling for North Dakota's health transformation as part of the ND Department of Health and Human Services (HHS). Partner with agency communications teams, program leaders and key partners to build communication and outreach strategies, change management plans and story engines for the Rural Health Transformation Project. On a daily basis, listen for key messages and propose strategies to engage the public, stakeholders and consumers. Build communications plans with defined deliverables and audience/channel planning. Coordinate, create, solicit, edit and submit content for campaigns and serve as a primary contact for media inquiries. You may manage a communications specialist and vendor relationships, and you will drive Rural Health Transformation communications projects to completion. Responsibilities
Develop and implement communication and outreach strategies for the Rural Health Transformation Project. Coordinate with agency-wide Communications team members, program leaders and external partners. Create, edit and submit content for communication campaigns; manage media inquiries. Develop change management plans and story engines; ensure alignment with project goals. Lead or participate in planning, scheduling and delivery of communications deliverables across channels. Manage a communications specialist and vendor relationships as needed. Track progress against deadlines and ensure timely delivery of projects. Qualifications
Bachelor’s degree and 5–7 years of significant, progressively strategic work experience. Proven ability to work with stakeholders unfamiliar with communications strategies; experience creating comprehensive strategic communication plans. Experience integrating change management concepts with communication plans; strong writing capabilities across multiple channels; media relations experience; and proven project management skills. Change management background is a plus; team and project management experience preferred. Ability to work in ambiguity and launch strategic communications in a new role. Examples of work required: one writing sample and a comms plan created for a key client or stakeholder. Location and Funding
Location: Based at the North Dakota State Capitol in Bismarck. The selected candidate must reside in the Bismarck/Mandan region or commit to relocating. Funding: This position is funded by a Federal grant. If grant dollars do not exist, the continuation of the role will be reviewed. About the Office and Team ND
