Role Overview Core Services Group is seeking a mid‑career Surface Warfare professional to support Commander, Naval Surface and Mine Warfighting Development Center (SMWDC) as a Capability, Assessment, Experimentation, and Future Requirements Analyst. In this role, you will help shape the future of the Surface Force by analyzing current and future naval capabilities needed by the next generation of Surface Warriors. You will develop strategic documentation and assessments to guide Navy acquisition, shape operational planning, and inform experimentation initiatives for Surface Force.

Key Responsibilities

Conduct capability assessments and gap analyses for surface warfare systems

Develop Project Objective Memorandum budget/funding issue papers, dual‑use studies, and Concept of Operations documents that provide a cogent rationale for OPNAV senior leaders to determine allocation of funds.

Support the Navy acquisition community and Program Objective Memorandum process activities

Create technical documentation, including doctrine and tactics, techniques, and procedures

Participate in experimentation planning and future requirements development

Collaborate with acquisition professionals and operational communities

Prepare strategic assessments and recommendations for senior leadership

Required Qualifications

Current SECRET Security Clearance

10+ years of experience as a Qualified Surface Warfare Officer (post‑DIVO experience)

5+ years of experience in technical writing, Project Objective Memorandum issue papers, dual‑use studies, Concept of Operations, Concept of Employment, or similar documents

3+ years of experience in the acquisition community or with the Government's Program Objective Memorandum process

3+ years proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint)

3+ years of experience in technical writing, developing doctrine or tactics, techniques, and procedures

Preferred Qualifications

Weapons Tactics Instructor qualification (Anti‑Air Warfare, Anti‑Submarine Warfare/Surface Warfare, Integrated Air and Missile Defense)

Aviation Officer Qualification acceptable

LDO or Warrant Officers with equivalent certifications
