Primary Purpose of Position
This position provides direction, oversight and coordination of LME/MCO facilities planning, construction, maintenance, repair, required federal, state and local inspections, security systems and alarms, and applicable services to agency property leases as well as vehicle fleet management.
Role And Responsibilities
- Responsible for ensuring Partners properties are maintained in a manner consistent with regulatory requirements and to the standards required by the agency.
- Responsible for oversight and coordination with county staff (when applicable) or contractors to ensure building maintenance, repairs and renovations are accomplished effectively and efficiently.
- Control of DSX security system for all facility sites.
- Direct, oversee and coordinate space requirements, renovations, and tenant improvements with departments and contractors.
- Provide support to staff and tenants for daily operation issues within facilities.
- Assists with installation and maintenance of telecommunications equipment at leased facilities.
- Ensures required building inspections are performed on a monthly and/or annual basis and that proper building codes are being enforced.
- Responsible for maintaining an inventory of Partners’ tools and equipment used by the Facilities Department.
- Coordinates with and supports the Information Technologies Department on computer and support equipment installation, including audio/video equipment, wiring, etc.
- Provide overall administrative oversight for leases, maintenance, and repairs for Partner’s facilities.
- Provides oversight for external work to established programs and providers within all facility locations.
- This position will manage and support in developing timely initial reviews of new providers in regards to facility rules and regulations.
- Disaster/business continuity planning and recovery.
- Responsible for all creating and maintaining agency fleet vehicle program. Maintain a preventative maintenance schedule for facilities and vehicle fleet.
- Monitor and evaluate job performance; complete performance evaluations.
- Establish staffing patterns for work unit and make recommendations regarding additional staff needs.
- Coordinates the recruitment/selection of new employees and recommendation of new hires to Human Resources Department.
- Review and monitor budgets for Partner’s facilities within catchment area.
- Conduct fiscal year reviews to ensure accuracy of budgets and adjust accordingly.
- Attend required training, meetings, paperwork and other duties relevant to position as assigned.
Knowledge, Skills And Abilities
- Comprehensive knowledge of building codes, safety codes, ADA life safety codes, maintenance, repair and construction
- Knowledge of practices, methods, techniques and technology of general maintenance and material and equipment handling
- Working knowledge of current and emerging industry best practice and of policies and procedures
- Working knowledge of budgeting and managing project budgets
- Excellent team building skills and strong decision-making skills
- Demonstrated ability to schedule and implement plans and perform activities without assistance
- Ability to communicate effectively in oral and written form
- Ability to establish and maintain effective working relationships
- Ability to positively and effectively interact with internal and external customers to determine needs or gather appropriate information to resolve facility, technology and/or communications issues
- Ability to enforce rules and regulations applicable to safe performance within building sites
- Ability to analyze problems, establish priorities, exercise judgment and make appropriate decisions
Education and Experience Required
Bachelor’s Degree and five (5) years facilities maintenance experience; five (5) years of administrative supervisory experience; or an equivalent combination of education and experience. Must be able to travel as needed to perform the job duties.
Education and Experience Preferred
Bachelor’s Degree in Construction/Facilities Management and ten (10) years of facilities maintenance experience and seven (7) years of administrative supervisory experience.
