Executive Director of the Youth Care Center

Purpose Of Position

The Executive Director of the Youth Care Center (YCC) provides strategic, operational, and administrative leadership for all aspects of the YCC’s programs and services. This position is responsible for ensuring compliance with all applicable local, state, and federal laws and regulations while advancing the organization’s mission to serve youth with excellence, accountability, and integrity.

The Executive Director works closely with the President/CEO and other divisional leaders to implement the organization’s strategic objectives, ensure sound fiscal management, and promote evidence-based practices designed to reduce recidivism and improve youth outcomes.

Essential Duties and Responsibilities

Leadership & Strategic Direction

  • Establishes annual goals consistent with the organization’s Strategic Plan, incorporating evidence-based practices and technology in secure corrections to reduce recidivism and monitor progress toward outcomes.
  • Develops, implements, and administers policies, procedures, and programs based on sound management principles and applicable laws and guidelines.
  • Provides oversight of program development, implementation, and evaluation to ensure effective service delivery.
  • Guides the preparation and submission of proposals for new programs, initiatives, and procedural enhancements.
  • Performs additional duties as assigned by the President/CEO.

Operational Oversight

  • Develops and maintains an organizational structure that ensures efficient handling of investigations, reports, court-related matters, and residential supervision.
  • Ensures established organizational structures and individual roles are respected and maintained, or strategically adjusted in the best interest of the ministry.
  • Provides systematic evaluation and auditing of administrative and technical operations to ensure quality standards are consistently met.
  • Monitors operational performance and ensures adherence to established policies and performance benchmarks.
  • Works collaboratively with the President/CEO and divisional leaders to prepare and submit comprehensive annual budgets.
  • Maintains appropriate financial controls and ensures responsible stewardship of resources.
  • Monitors financial performance and operational expenditures to ensure alignment with budgetary expectations.

Staff Leadership & Organizational Culture

  • Promotes and maintains a positive workplace culture that encourages staff loyalty, enthusiasm, and morale.
  • Ensures compliance with Equal Employment Opportunity standards and organizational philosophies and ethical codes of conduct.
  • Provides leadership and direction to management staff, conducting regular leadership meetings and ensuring open communication across the division.
  • Ensures consistent, timely, and transparent communication throughout the organization.

Community & Organizational Representation

  • Serves as a primary representative of the Youth Care Center to courts, stakeholders, community partners, and the public.
  • Provides quality service that continuously improves, meets or exceeds public expectations, and ensures all individuals are treated with courtesy, dignity, and respect.
  • Maintains strong collaborative relationships with court systems, community partners, and organizational leadership.
