Under immediate supervision, performs difficult technical work involving the securing of deeds, easements, agreements, or condemnation proceedings on land required for public purposes; does related work as required.

Conducts property appraisals to determine fair market value, including researching market data, inspecting properties, reviewing appraisal reports, and coordinating with external appraisers as needed.

Consults with property owners and negotiates the acquisition of deeds, easements, permits, options, and other agreements, including outright purchases and settlement of damage claims; estimates relocation and re-establishment costs for affected buildings, structures, and plantings.

Investigates claims, complaints, and inquiries related to property matters and prepares comprehensive reports, including documentation of negotiation activities.

Maintains accurate records of City-owned properties, including correspondence, deeds, easements, and other acquisition-related instruments.

Reviews engineering drawings, plats, titles, ownership records, and court filings to verify accuracy and ensure clear property interests.

Drafts and reviews legal and transactional documents, including leases, purchase and sale agreements, and property disposition documents.

Manages the full competitive procurement process, including drafting RFPs/RFQs, coordinating bid evaluations, and supporting vendor selection.

Education and Experience:

Any combination of education and experience equivalent to a high school diploma supplemented by college level courses in real estate brokerage, real estate appraisal or related field and considerable experience in the real estate industry, including some land acquisition experience.

Knowledge, Skills and Abilities:

Thorough knowledge of the field of real estate title and evaluation work; thorough knowledge of the laws and procedures involved in the acquisition of land by eminent domain; thorough knowledge of topography and drainage features of land; thorough knowledge of the requirements as to form, content and recording necessary to render valid such legal documents as are involved; ability to establish and maintain effective working relationships with property owners and the general public; ability to read plans and blueprints; ability to keep records and to prepare reports on activities; ability to communicate effectively, orally and in writing.

Possession of a valid driver's license. Must be a Notary Public or ability to acquire Notary Public.
