Job Description The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative City Planner (NM) for a position with The Upstate Real Property Services (UPRS), Watershed Lands and Community Planning Division within the Watershed Protection Programs Directorate, located in Kingston, New York.

The Upstate Real Property Services (URPS) Section is responsible for the acquisition and disposition of virtually all real property interests for the New York City Department of Environmental Protection (DEP) outside the five boroughs of New York City. In close coordination with other work units, the URPS Section also supports the management and stewardship of approximately 200,000 acres of City-owned watershed land, including resolution of encroachments and removal or demolition of structures or improvements.

Under direction of the URPS Section Chief, the Administrative City Planner will serve as Acquisition Team Supervisor and will supervise several real estate project managers on a day to day basis, overseeing the quantity and quality of their land acquisition work. The responsibilities include:

Supervising URPS staff who coordinate and cooperate with other groups in and beyond URPS, assigning work as needed reviewing timecards and tracking required training assignments, providing regular feedback to UPRS real estate staff and conducting regular performance evaluations.

Keeping abreast.

Developing workflow.

Identifying program priorities and ensuring they are accomplished within the given time frame.

Developing and managing budgets in support of program needs, ensuring bid specifications and procurements are developed accurately and on time, and ensuring that City funds are spent effectively. Keeps abreast of procurement rules and processes.

Serving as project manager on important and high profile projects.

Negotiating and managing contracts for watershed partnership programs or real property services, in addition to working on intergovernmental agreements and other real property legal instruments.

Coordinating with DEP’s Bureau of Police Services and Bureau of Legal Affairs, as well as other work units within the Bureau of Water Supply to ensure proper administrative oversight of City fee lands.

Ensuring the City’s proprietary GIS and CRM database, Watershed Land Information System (WaLIS), is utilized to track program activities accurately. Developing workflow and reports as needed.

Performing human resource functions for assigned staff such as conducting annual evaluations, employee development and coaching, time keeping, and adherence to health and safety policies.

Preferred Skills

Driver’s license valid in the State of New York.

Ability to travel to meetings, work facilities, and field locations, utilizing a New York City vehicle.

Familiarity and proficient use of Microsoft Office products such as Outlook, Word, Excel and PowerPoint.

Knowledge and proficient use of Adobe software.

Providing required training, supervision and evaluation to direct report staff in a timely and effective manner.

Ability to perform and manage.

Capacity to interface with landowners, attorneys, municipal leaders, coworkers, surveyors, contractors, and others to support project work.

Ability to perform advance planning and manage multiple projects efficiently from start to completion.

Aptitude to read and comprehend deeds, surveys and other sometimes complex real estate instruments.
